The Department of City Planning (DCP) plans for the strategic growth and development of the City through ground-up planning with communities, the development of land use policies and zoning regulations applicable citywide and sharing its perspectives on growth and community needs with sister agencies in collaboration with the Office of Management and Budget (OMB).

THE DIVISION

Planning Support facilitates more informed planning and decision making through the delivery of transformative process improvements as well as planning tools and insights that advance the Department’s strategic objectives. This tight-knit and motivated team works closely with the agency’s Executive leadership and across all divisions to further enhanced coordination, equity and inclusion, infrastructure, and capital planning initiatives citywide.

Primary Workstreams

  • Empower informed public participation in planning and budgeting decisions by stewarding the annual Statements of Community District Needs (CD Needs) and Community Board Budget Requests (CBBR) and providing insightful data analysis, reports, and stakeholder engagement in collaboration with OMB, numerous City agencies, and all 59 NYC Community Boards.   • Advance the goal of responsive land use application reviews through the simplification of application standards, shortened processes, automated tools to assist with analysis and the preparation of materials, and the hiring and training of new personnel.   • Expand access to planning information, mapping, and data resources to other government agencies and the public, through innovations in technology such as our Community District Profiles and other avenues.

THE ROLE

Planning Support seeks a highly motivated, entrepreneurial project manager who shares our passion for improving planning activities, increasing transparency, and ensuring DCP remains a leader in government accountability. You’ll play a key role in drafting and implementing the Department’s GSB initiatives and should be able to foster partnerships and lead process improvements across the agency accordingly.

The role requires direct engagement with members of DCP’s planning and strategic divisions as well as frequent collaboration across agencies, administrative policy teams, applicant and community representatives, and other stakeholder groups. You’re able to work both independently and nimbly within a team structure and be exceptional at communicating data insights through writing, presentations, and data visualizations to stakeholders with differing perspectives.

Responsibilities

  • Lead communications with DCP’s strategic, borough, and technical divisions on land use and environmental review processes.
  • Represent DCP in liaising with agencies, applicant representatives, community boards, and other public stakeholders.
  • Ask “why” and “how can we better accommodate your needs?” often and follow through with ideas.
  • Use evidence (research, analytics, metrics) to narrate current issues, develop solution options, and make recommendations to application review process changes and material requirements.
  • Develop implementation, training, and adoption plans for DCP’s GSB initiatives.
  • Contribute to the rollout of process improvements and associated staff training.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
  • A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate

education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV

To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
