With an overarching mission to eliminate ageism and ensure the dignity and quality of life of approximately 1.8 million older New Yorkers, the NYC Department for the Aging is deeply committed to helping older adults age in their homes and creating a community-care approach that reflects a model age-inclusive city.

The Office of Information Technology (OIT) develops innovative and responsive solutions for NYC Aging's internal and external needs. OIT enables NYC Aging staff to communicate, collaborate and automate routine tasks, and generally provide teams with the functionality they need to perform their duties through the support of its network infrastructure. OIT's technology responsibilities include policy formation, inter-agency coordination, IT project oversight, information security, technology service delivery, and advocacy. The unit also administers network and data security, databases and network infrastructure, and provides application development and internal help desk support.

NYC Aging is seeking a motivated and talented .Net developer to join the Office of Information Technology to provide essential technical support to the agency. This position will report to the Senior Director of Business Application and Development, and who under supervision, with considerable latitude for independent action or the exercise of independent judgment, will design, develop, implement, support, enhance, and maintain our agency business applications as well as any new application development using the .Net tech stack. The successful candidate will work as part of a team as well as independently. They must have an excellent knowledge of .Net, including Web Forms, MVC and MVC Core, Razor Pages, HTML, C#, jQuery, SQL Server stored procedures and queries as well as be familiar with a variety of operating systems and platforms.

Typical Tasks For This Position Include

  • Understand client requirements and how they translate into application features.
  • Develop flowcharts, layouts, diagrams, and prototypes according to specifications.
  • Develop modular and reusable code components following best practices and standards.
  • Write, optimize and/or debug large, complicated SQL statements, stored procedures and SSRS reports.
  • Perform unit and integration testing.
  • Troubleshoot and debug applications.
  • Evaluate existing applications to reprogram, update and add new features.
  • Develop technical documents and handbooks to accurately represent application design and code.
  • Keep abreast of the latest technologies and participate in training courses to maintain skills.

COMPUTER SPECIALIST (SOFTWARE) - 13632

Minimum Qualifications

  • A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
  • A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
  • A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.

NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification

requirements.

Special Note

To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.

Preferred Skills

  • 3 years’ experience developing Web Applications using .NET, C#, jQuery, SQL Server a plus. - 3 years' experience SQL transactional coding a plus. - In-depth knowledge of programming for diverse operating systems and platforms using development tools. - Selected candidate should possess experience with GitHub. - Azure DevOps is a plus. - Selected candidate should have knowledge of Agile principles and values. - Experience in Project management tools a plus. - Great attention to detail and time-management skills.
