The Team You’ll Work With
The Mayor’s Office of Talent and Workforce Development (NYC Talent) is responsible for the City’s
talent and workforce development system that benefits city residents, employers, and the economy.
NYC Talent seeks new and effective ways to scale and sustain productive public/private partnerships,
to develop and match talent to promising careers, to align its education, career preparation and skills
training programs across City government, and to coordinate program and fiscal data across
stakeholders to provide a comprehensive view of the talent system with the goal of making progress
towards the citywide employment objectives laid out in Executive Order #22.
NYC Talent oversees four of the City’s Industry Partnerships that ensure NYC businesses can find the
talent needed to thrive and grow and New Yorkers are equipped with the skills and qualifications
needed to access jobs with family-sustaining wages. Industry Partnerships are sector-based
intermediaries among industry, government, organized labor, academia, philanthropy, community-
based organizations, and training providers that work together to drive the economic vitality of NYC in
a way that is inclusive of all New Yorkers.
The NYC Tech Talent Pipeline (TTP) is the City's tech Industry Partnership, launched to support the
growth of the NYC tech ecosystem by delivering quality jobs for New Yorkers and quality talent for the
city’s businesses. Driven by a network of hundreds of tech employers, public education institutions,
and technical training providers, TTP works with public and private employers to define industry needs,
develop education and training solutions to meet those needs, and catalyze systemic change needed to
deliver talent and job opportunities across the five boroughs.
The Problems You’ll Solve
The NYC Tech Talent Pipeline seeks a Director to develop and implement programs, partnerships,
policies, and strategic initiatives designed to align the city’s tech education, training, funding, and
policy infrastructure with tech industry needs, all with an eye towards a future where well-paying tech
roles in every sector of NYC’s economy are accessible to all New Yorkers. Designing programs and
partnerships through the prism of equitable outcomes is critical for success. The Director reports to
the Executive Director and plays an integral role in running the following streams of work:
- Initiative Management: managing day-to-day implementation of Tech Talent Pipeline
initiatives, including events, programs, and efforts to guide systems change. Coordinating
across Mayor’s Office and City agencies to successfully implement administration-wide goals,
both short-term and long-term
- Industry Engagement: refining and executing TTP’s strategy for industry engagement, including
by building relationships with new industry partners and mobilizing TTP’s existing network of
companies in support of both immediate programmatic and long-term strategic objectives.
You’ll also implement and support employer strategies and initiatives to build a diverse
workforce through employer recognition, talent sourcing, and circulation of best practices to
source, screen, onboard, and retain local talent with nontraditional tech backgrounds
- Apprenticeships: evangelizing and encouraging the adoption of nontraditional pathways to
tech careers, including apprenticeships and other experiential learning opportunities. You’ll
also support apprenticeship intermediaries and companies that support these models in order
to help meet NYC Talent’s goals of 30K apprenticeships by 2030
- Tech sector analysis: overseeing analysis and publishing on tech industry labor market
changes, specifically focusing on the post-pandemic impacts of tech hiring in non-tech
industries. You’ll also serve as a tech workforce and economic development subject matter
expert and actively participating in high-level stakeholder meetings, serving on industry
workgroups, and representing TTP and its mission in public-facing events
Public sector partnerships: partnering extensively with public sector collaborators (such as the
Department of Small Business Services and CUNY) to facilitate foundational programming for NYC tech
candidates. You’ll also ensure that industry-informed workforce programming improves the local talent
pipeline, particularly for populations and communities with a disproportionate share of unemployment
or poverty.
About You
- You have proven experience in building constituencies, policies, and effective communications,
and a demonstrated passion for TTP’s mission. Additionally, the candidate has:
- You have 4 - 8 years of experience, with at least two years in an external-facing role managing
- You have experience developing and delivering a comprehensive set of recommendations
- You have experience implementing alternative and/or non-degree pathways to technical
- You have experience building and maintaining strategic relationships with stakeholders or
and project teams
- You have demonstrated project management experience; proven ability to execute complex
- You have experience in planning, implementing, and managing initiatives or programs from
- You have excellent organization skills and attention to detail; exceptional communication and
- You have outstanding analytical, problem solving, and creative thinking abilities
- Knowledge of technology industry and educational and training provider landscape strongly
preferred.
Salary
The City of New York Office of the Mayor’s compensation package includes a market competitive
salary, equity for all full-time roles and exceptional benefits. Our cash compensation range for this role
is $103,000 to $105,000.

factors.
