Qualifications
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. a master’s degree in transportation management, transportation systems planning, transportation planning, regional planning, urban planning, geographic information systems, geography, business administration, economics, engineering, finance, marketing, political science, public administration, public affairs, or public policy; AND one year of the experience described below;
Or 2. a bachelor’s degree in any of the above AND two years of the experience described below;
Or 3. an associate’s degree in any of the above AND four years of the experience described below;
Or 4. Six Years Of Experience Directly Administering, Implementing, Developing, Or Managing Various Types Of Modal Or Intermodal Services, Facilities, Or Operations As Follows
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

The selected candidate will primarily review applications and issue Oversize/Overweight (OS/OW) permits for the Central Permits Bureau’s Divisible Load Permits Section and Special Hauling Permits Section and to assist the unit’s supervisor in a variety of tasks. Duties include, but are not limited to:
- Become familiarized with the Department’s automated permit issuance platform, the Highway Oversize Overweight Credentialing System (HOOCS).
- Review and approve applications for Divisible Load Permits (required for transport of overweight loads which are able to be sub-divided).
- Review and approve applications for Special Hauling Permits.
- Provide customers guidance pertaining to the permit application process consistent with the regulatory and policy framework for the Divisible Load permits program and the Special Hauling permits program.
- Assist the supervisors of the Divisible Load program and Special Hauling program with research and preparation of data/documentation in support of program procedures, policies and initiatives.
- Coordinate as needed with State and Local officials and other governmental/municipal entities in support of Divisible Load and Special Hauling permitting issues.
- Participate in cross-training activities to enhance staff redundancy and resiliency between the Bureau’s Divisible Load and Special Hauling programs.
- Supervise clerical and support staff.

- policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services;
- development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying);
- planning, marketing, management, or operation of modal or intermodal transportation systems and services; or
- direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments
- For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
Salary : $65,001 - $82,656
