Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Full Level – SG-20: Applicants must provide proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Surveying Examination (FS).
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title.
Trainee Level – SG-18: This title includes a traineeship opportunity, and applicants must meet one of the following:
A bachelor’s degree in surveying or surveying technology from an Engineering Accreditation Commission, Engineering Technology Accreditation, OR Commission Accreditation Board for Engineering and Technology accredited; OR eligibility to sit for the Fundamentals of Surveying examination through the National Council for Examiners of Engineering and Surveying via letter issued by the New York State Board for Engineering and Land Surveying (proof of eligibility is required). Failure to pass the FS after 52 weeks will result in termination.
Trainee applicants may be appointed to this position if currently a New York State employee with one year or more of qualifying permanent service as a Land Surveyor Technician 2 and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description
Under the direction and supervision of the Professional Land Surveyor 1 the incumbent will be required to perform complex survey computations and calculations, in depth interpretation of historic land records and legal documents and preparation and interpretation of survey maps. This position also requires supervision of real property inventory staff for developing an inventory of State-owned real property. Duties include but are not limited to:
Geographical Pay Differential:
IIn addition to the regular annual salary, there is a geographical pay differential of $7,000 annually for the Assistant Land Surveyor, SG-20 title only. This geographical pay differential does not apply to the traineeship level.

This position also requires supervision of real property inventory staff for developing an inventory of State-owned real property. Duties include but are not limited to:
- Exercise professional judgment on State land boundary determinations, both for lands now or formerly under water and upland.
- Negotiate contracts with private land surveyors and inspect and approve surveys, maps, and contract compliance.
- Perform surveys for the agency as needed, including preparation of survey maps and descriptions.
- Prepare detailed title and/or survey reports.
- Assist the Senior Land Surveyor with the examination of records for grants and easement for lands nor or formerly under water.
- Answer letters, memos, emails, and telephone inquiries.
- Assist in the determination of littoral and riparian rights.
- Ensure quality control of survey related products and data integrity.
- Provide direct supervision and technical direction to the Assistant Land Surveyor and provide guidance and direction to survey consultants.
- Sign and seal survey maps.
- May testify in court cases involving property disputes, lawsuits, or trespass on State-owned land.
- Maintenance of the State’s Real Property Inventory.

- There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
