Duties Description
Review submissions from consultants to ensure compliance with OGS standards, requirements, and policies.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: Seven years of experience** in multi-trade building construction projects, which must have included one year of managing multiple building construction projects, and experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:
52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications: Current New York State Office of General Services employee with one year or more of qualifying permanent service a Building Construction Program Manager 1 and must not have failed the last holding of examination.
OR
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Facilities Planner 2, and eligible for transfer under Section 70.1 of the Civil Service Law.

- Assist higher level staff in managing more complex building construction projects.
- Foster collaboration between Design team to ensure comprehensive document reviews.
- Assess documents for accuracy, completeness, and adherence to industry regulations, codes, and standards.
- Responsible for supervising staff, including managing, and overseeing consultant Construction Management personnel.
- Assist with the development and implementation quality assurance policies and procedures for the Design team.
- Implement best practices in document control, version management, and storage to improve overall project efficiency.
- Perform a full range of supervisory duties.
- Perform other duties as assigned.
- Some travel required.

- Applicant degrees in related fields may substitute for experience as follows:
- No degree: seven years of required experience.
- Associate degree: two years of required experience.
- Bachelor’s degree: four years of required experience.
- Master’s degree: five years of required experience.
- Doctorate degree: six years of required experience.
