Duties Description
The Human Resources Information Technology (HRIT) Service Line within the Office of General Services Business Services Center (BSC) has been established to maintain HR systems that are utilized by the BSC and the BSC customer agencies and to ensure new HR systems meet the needs of the BSC and customer agency users. The HRIT Service Line is responsible for maintaining and addressing issues identified in the human resource information platform called Human Capital Management (HCM-NY) as well as the enterprise time and attendance system called LATS-NY. These platforms have enabled the BSC to provide HR services to Executive Branch agencies to meet their program needs as they migrate to the BSC for Human Resources services.
The incumbent of this position will be responsible for serving on one of the HRIT teams and may be involved in tasks related to the maintenance and support of HCM-NY and/or LATS-NY as well as the support of the design, implementation, and production phases of any projects related to these systems.

Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: professional experience providing support to finance and human resources staff in the areas of Accounts Receivable and Payable, Purchasing, Travel and Credit Card, Payroll, Personnel Administration and Benefits, and Time and Attendance. Master's and higher-level degrees in a related field will substitute for one year of required experience.

- Supervise staff in the performance of their duties, providing guidance and assistance in resolving escalated/complex issues.
- Have an understanding of LATS-NY ad-hoc reporting capabilities and running various reports.
- Supervise and assist with system related transition activities related to onboarding new BSC customer agencies.
- Supervise and direct staff HR system configuration activities.
- Supervise staff in conducting UAT activities related to LATS-NY and HCM system changes and enhancements including writing and executing test scripts, working with relevant systems team to perform end to end testing and reviewing documented issues for discussion with management and others as necessary.
- Troubleshoot reported HR system defects and escalate as necessary.
- Supervise requirements gathering activities related to report/query creation and system enhancements.
- Supervise staff in coordinating, setting up, requesting and tracking HR systems access for assigned BSC HR systems.
- Review and approve HR system Job Aids as needed.
- Supervise staff in updating and maintaining BSC owned HCM system tables and independently update complex tables as required.
- Work with the LATS-NY vendor to work through system issues and facilitate system changes (including writing up change request specifications) that are needed to meet BSC current and future customer agency business needs.
- Troubleshoot system defects and create tickets to address defects as needed.
- Complete special assignments as needed.

- Business Services Center Analyst Trainee 1 (equated to SG-14): bachelor or higher degree.
- Business Services Center Analyst Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
- Business Services Center Analyst 1, SG-18: bachelor or higher degree and two years of required experience.
- 70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
