Duties Description
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience for Full Level:
A bachelor’s degree
AND Either
One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND
one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations;
OR
One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property, AND a New York State General Real Estate Appraiser License;
OR
One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property, AND a New York State Land Surveyor Licensure;
OR
One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations, AND a Certified Commercial Investment Member designation;
OR
One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND a New York State Residential Real Estate Appraisal License.
Substitutions: One of the below may substitute for two years of specialized experience
A Certified Commercial Investment Member Designation, AND a New York State General Real Estate Appraisal License;
OR a Certified Commercial Investment Member designation, AND a New York State Land Surveyor Licensure;
OR a New York State Residential Real Estate Appraisal License, AND a New York State General Real Estate Appraisal License;
OR a New York State Residential Real Estate Appraisal License, AND a New York State Land Surveyor Licensure.
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level based on their experience and education.

A bachelor’s degree
AND Either
One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property;
OR
One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or one year writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations.
Substitutions: One of the below may substitute for one year of specialized experience
A New York State General Real Estate Appraisal License,
OR a New York State Land Surveyor Licensure.
OR Certified Commercial Investment Member designation.
OR a New York State Residential Real Estate Appraisal
Required Experience for Trainee 1 Level: A bachelor's or higher degree.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.
Successful completion of a two-year traineeship leads to appointment as a Real Estate Specialist 1, SG-18.

- Negotiate terms of lease agreements with property owners for occupation by State Agencies.
- Write Requests for Information (RFI) for publication on Contract Reporter.
- Negotiate terms of revenue lease agreements for State owned retail space.
- Write lease packages and develop project schedules.
- Conduct financial analysis, compile statistical information, and research real estate projects.
- Implement State cost saving and efficiency initiatives.
- Monitor lease progression through the legal review and signature process.
- Conduct market surveys and rental analysis.
- Administrative duties as required.
- Perform other duties as assigned.

- There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
