Under the direction of a Manager of Information Technology Services 2, SG29, within the Chief Technology Office, Business Application Services, Health and Human Services Portfolio, specific duties include but are not limited to:
Minimum Qualifications
Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

- Lead SDLC activities for multiple application development teams.
- Act as the ITS management contact for set of program areas within DOH.
- Meet with client management and executives to understand requirements, communicate status, and assist with planning future work.
- Track budgets as needed.
- Review program specifications and provide feedback as needed.?
- Design solutions to business requirements and internal standards.
- Review ITS Platform Services documentation and incorporate into system design.
- Consult with other IT staff to confirm feasibility and efficiency of the overall design.
- Provide estimates to management and client management for any tasks related to a project or system change.
- Prepare functional specifications documentation for modules.
- Collaborate with other developers on the team, following code branch management strategy.
- Lead and participate in design reviews and code reviews.
- Resolve defects, and document in the defect tracking system the changes that were made.
- Develop impact assessments and estimates for system upgrades, legislated changes, or user requests.
- Ensure compliance with development and migrations practices
- Mentor staff to foster technical growth and development of the team.
