Job Overview
The Director of Human Resources Operations leads and coaches a team responsible for HR operational systems and day-to-day processes spanning recruiting and onboarding, performance management, salary administration, training, staff recognition, and HR communications. The Director works collaboratively with leaders across NYSERDA to identify, prioritize, and implement system and process improvements, and coordinates the development of reports and queries that improve entity-wide understanding of trends, challenges, and opportunities for our employee team. This position works in partnership with a Director of HR Strategy and Policy to ensure a robust compliance framework and successful execution of a comprehensive talent strategy. The Director will work as both a manager and a partner to their team to optimally allocate work and streamline processes, while establishing strong entity-wide operational partnerships to expedite collective progress.
Primary Responsibilities
- Guide a team of professionals to manage HR operations functions and deliver quality, on-time results
- Cultivate positive relationships entity-wide through active engagement with all business units
- Provide input to NYSERDA’s strategy: analyze trends, identify challenges and opportunities, and forecast future needs
- Partner with the Director of HR Strategy & Policy to develop, prioritize, sequence, and execute a multiyear improvement plan
- Implement and streamline HR processes to deliver efficient infrastructure that keeps pace with organizational change
- Coordinate thoughtful change management for process and organizational changes to foster understanding and adoption
- Implement efficient, effective, inclusive recruiting processes
- Prepare and equitably administer compensation plans that deliver employee value; keep salary structures current and competitive and ensure appropriate position classifications
- Manage employee and intern onboarding and offboarding; support new hires to foster effectiveness and retention
- Coordinate entity-wide performance management through employee goal setting, performance appraisals, and coaching
- Foster employee development through relevant, easily accessible tools and training
- Boost engagement through team building, recognition, and community events
- Proactively communicate and reinforce HR-related policies and practices
- Guide/coach direct reports to foster engagement, provide learning opportunities, and align entity, team, and individual goals
- Stay abreast of emerging HR trends; provide advice and guidance on HR operations, systems, metrics, and reporting
- Perform all managerial and supervisory responsibilities with respect, fairness, consistency, and inclusion across the workforce.
Minimum Qualifications
- Bachelor’s degree and 10 years’ experience in Human Resource Management or a related field including at least 7 years in progressively complex management roles
- SPHR or SHRM-SCP certification
- 5 years’ experience working with HR information systems and commercially available HR operations software
- 3 years’ experience successfully coordinating change initiatives with cross-entity impacts
- Effective line management of multi-tiered 5 person human resources teams in a dynamic operational environment
- Successful leadership of change initiatives, both process and systems, affecting multiple functions and departments
- Collaborative planning, budgeting, and resource management to attain shared goals
- Demonstrated communication and influence skills through all levels of an organization
- Actionable knowledge of current industry trends for HR operations and administration technology and processes
- Adept at coordinating multiple high-priority initiatives working across stakeholder groups with competing priorities and delivering on-time, high-quality outcomes that attain the desired results
- Significant experience in recruitment and training strategy and workflows.
- Significant experience identifying and implementing meaningful metrics and reporting to improve understanding of human resources operations and employment trends
- Intermediate-to-advanced skills using Microsoft Office (MS Word, Excel, PowerPoint, and Outlook) as well as 365OS
- Able to perform all responsibilities with demonstrated experience fostering respect and inclusion across the workforce
- Success in improving HR operational effectiveness and efficiency, preferably in a fast-paced, complex organization
- Extensive experience in HR operational systems, data analysis, business intelligence, and process streamlining
- Strong prioritization skills; able to operate nimbly and adapt in the face of change
- Excellent interpersonal, verbal, and written communication skills.
- Able to establish trust in relationships; skilled at active listening and forging compromise agreements
- Strong manager, coach, mentor, and developer of talent; able to develop a team to achieve their potential, innovate and uncover new possibilities, and deliver impactful and relevant outcomes
- Able to travel occasionally among our Albany, Buffalo, and NYC locations (roughly 10%)
Preferred Qualifications
- Master’s degree in which case 8 years’ experience in Human Resource Management is required including at least 7 years in progressively complex management roles
