The Army ASA(ALT) support to Foreign Military Sales (FMS) ACES program is seeking a highly skilled Budget & Acquisition Subject Matter Expert (SME) to provide essential support to the program. This position will work directly for the future FMS ACES Program Manager to evaluate and address the cost-to-capability gap using the Technology Business Management (TBM) framework, ensuring a comprehensive understanding of the cost of FMS ACES across functional areas. The role involves analyzing IT costs across the enterprise and providing support for cost/benefit evaluations of new capabilities versus alternative solutions or maintaining existing solutions.The ideal candidate will have strong experience in budget management and acquisition processes, a deep understanding of Foreign Military Sales (FMS), and expertise in producing budgetary documents and communications materials for stakeholders. This individual will play a crucial role in developing and managing spend plans and consolidated program budgets, as well as advising on the optimal allocation of resources across various FMS ACES initiatives.

Key Responsibilities:
- Provide budget and acquisition expertise to support the FMS ACES program and related projects.
- Address the cost-to-capability gap using the Technology Business Management (TBM) framework, helping to determine the most cost-effective solution for FMS ACES.
- Develop an understanding of the cost of FMS ACES across all functional areas and advise on enterprise-wide IT costs to support strategic decision-making.
- Lead cost/benefit evaluations for new capabilities, comparing the inclusion of new solutions, maintaining existing solutions, or adopting alternative new solutions.
- Develop and manage spend plans and consolidated program budgets, ensuring alignment with overall FMS ACES goals and priorities.
- Prepare and present briefings and communications materials for internal and external stakeholders on budget status, financial forecasts, and other key metrics.
- Ensure the accuracy and integrity of all financial and acquisition data, working closely with cross-functional teams to ensure budgets are appropriately allocated and managed.
- Collaborate with other program managers and stakeholders to provide financial oversight and ensure budget compliance throughout the life of the program.
- Advise the FMS ACES Program Manager on financial trends, risks, and opportunities to improve financial performance and program effectiveness.
Minimum Qualifications:
- Educational Requirement: Bachelor's Degree in Business, Finance, Accounting, or a related field.
- Experience: At least 3 years of experience in budget management, acquisition, and financial analysis, with a specific focus on Foreign Military Sales (FMS) programs and IT cost management.
- Strong understanding of Technology Business Management (TBM) and its application in evaluating cost-to-capability gaps and financial decision-making.
- Proven experience in developing and managing spend plans and program budgets for large-scale programs or projects.
- Excellent ability to produce briefings and communications materials (e.g., budget reports, financial forecasts, and consolidated program budgets).
- Proficiency in Excel for financial modeling, analysis, and reporting.
Preferred Qualifications:
- Experience working within or supporting military or government programs, especially related to FMS or acquisition processes.
- Strong organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
