Job Description: Home Access Program Manager

Reports to: Executive Director


Job Description: The Home Access Program Manager at OSCIL plays a crucial role in empowering individuals with disabilities to achieve independence. This position involves overseeing and managing our Home Access programs, requiring a combination of project management, consumer relations, and advocacy skills to ensure effective service delivery and program expansion.


Duties/Responsibilities:

Program Development and Management: 

  • Develop, implement, and oversee designated programs within OSCIL, ensuring alignment with organizational goals and objectives.   
  • Ensure programs align with the center's mission and goals, fostering independence and accessibility, and remain in compliance with grant regulations.  
  • Other duties as assigned by the Executive Director. 

Manage Consumer Case Load: 

  • Allocate consumer referrals among staff, ensuring balanced workloads and effective service delivery. 
  • Supervise staff in conducting intake assessments, developing service plans, approving financial documents, and monitoring consumer progress. 
  • Provide guidance and support to staff in handling complex cases and resolving consumer issues. 
  • Conduct regular meetings to review case statuses, provide feedback, and ensure compliance with organizational standards. 
  • Track process and enter appropriate data into CIL suite management information system. 

Program Promotion and Outreach: 

  • Collaborate with staff to promote OSCIL’s programs, organizing and participating in outreach activities to enhance community engagement and awareness. 
  • Schedule and participate in community events, workshops, and presentations to expand program reach. 
  • Build and maintain relationships with community partners, contractors, and vendors to expand service offerings and resources.

Team Leadership to Independent Living Coordinators:  

  • Provide leadership, direction, and support to a team of Independent Living Coordinators responsible.  
  • Foster a collaborative and supportive team environment that promotes professional growth, teamwork, and effective communication.  
  • Conduct regular team meetings, provide feedback, and facilitate professional development opportunities for Independent Living Coordinators. 

Program Reporting:  

  • Prepare monthly and quarterly program reports to monitor program performance against established goals.  
  • Update the Program Performance Report (PPR) annually to provide insights into program effectiveness and outcomes  

Financial Oversight and Resource Management: 

  • Manage budgets and financial resources for programs, ensuring cost-effectiveness and financial compliance. 
  • Collaborate with the finance director to ensure that budgets and the fiscal requirements of grants are met. 

Professional Development and Compliance: 

  • Stay informed about industry trends, best practices, and regulatory changes related to disability services and independent living. 
  • Participate in training sessions, workshops, and professional development opportunities to enhance skills and knowledge. 


Qualifications:

  • Bachelor’s degree in social work, Rehabilitation Services, Public Administration, or related field. 
  • Proven experience in program development, management, and supervision within disability services or related fields. 
  • Strong understanding of disability rights, accessibility issues, and independent living principles. 
  • Excellent communication, organizational, and leadership skills. 
  • Ability to collaborate effectively with diverse stakeholders including staff, consumers, community partners, and vendors. 
  • Possess knowledge of available assistive technology devices and home modifications available to persons with disabilities. 
  • Proficiency in using management information systems for tracking and reporting purposes. 

 

 

At our small center, operating within a dynamic environment, flexibility and strong teamwork are essential. Employees are expected to work collaboratively and adapt as needed to contribute to OSCIL’s success.


Hours: 37.5 hours per week

Salary: $60,000 – $65,000

Benefits: Paid holidays, sick/personal and vacation days, health, dental and life insurance.
