SUMMARY: This is a responsible case management position working to establish, collect and enforce child support ordered by the family courts and to establish paternity on non-marital children. Works with confidential matters, legal procedures, legal terminology, statutes, practices, and court procedures. The Enforcement Specialist reports to and takes direction from the Child Support Director with functional coordination and cooperation from the Financial Specialists.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following, but are not limited to:
Maintains a client caseload on the KIDS automated statewide computer system and paper files and is responsible for coordinating all case management, establishment and enforcement services provided to an individual. Works toward meeting federal performance timelines to maintain and increase performance funding and revenues to the county.
Establishes paternity for non-marital children by identifying both parents by complying with the established procedures. Includes interviewing participants, investigating and verifying information and negotiating terms of legal documents; in addition to preparing court orders, coordinating arrangements with all necessary parties, and preparing necessary legal documents from the State of Wisconsin data system.
Assist clients in preparation of financial statements and reviews information in accordance with State Guidelines in regard to percentage of income to be paid for child support.
Receives referrals for Foster Care, Kinship Care and Substitute Care cases and proceeds appropriately to locate absent parents and establish child support orders to reimburse the State of Wisconsin.
Contacts employers to obtain wage information and availability of health insurance benefits for dependents. Obtain health insurance cards for the CP and/or NCP and report health insurance information to the EDS Federal Corporation/Medical Assistance and enter data into the KIDS automated system.
On a daily basis, manages and maintains caseload Worklist that is created by the CARES/DWD/SSA/FIDM/KIDS interface providing new, updated or duplicate client information or locate notices regarding absent parents or delinquent accounts.
On a daily basis reviews the New Hire Report for employment information on clients. Contacts employers to verify information. In the absence of the Financial Specialist, prepares Order for Income Withholding and other pertinent documents, obtains court’s approval, and send all income withholding paperwork to new employer. Assist payroll departments in deciphering child support orders and setting up correct child support deduction.
Receive cases from other jurisdictions requesting that paternity be established along with an order for child support, health care expenses, and lying-in expense. Often referred to as UIFSA (URESA) cases. Case information received must be interpreted carefully as all states are not uniform in their requests and orders. Interstate cases also include requests for enforcement of the others state’s order for child support, collection of arrears, etc.
Upon completion of establishment of a child’s paternity, completes the Bureau of Vital Statistics form to update child’s birth certificate. Has complete access to birth records.
On a daily basis, review transactions of multiple KIDS performance reports. Work with administrative support in updating and correcting problem cases.
Access and work with multiple, on-line, state and federal data bases in order to perform job duties. Utilizes data as a tool to locate absent parents and absent parent’s employer,assets, and income. Includes verifying employment, verifying addresses with US Postal Service and keeping an accurate record of research done. Reports results of investigation to Director and makes recommendations.
Schedules cases for contempt of court action and prepare Order to Show Cause and other legal documents to be personally served on non-paying, uncooperative parents. Monitor client’s compliance with Contempt Order and purge conditions.
Answer telephone calls and questions from walk-in clients relating to child support establishment and enforcement. Log all telephone, walk-in, and mail inquiries as case events in the KIDS automated system. Refer appropriate information to Department of Human Services to assist in fraud cases.
Testify in court hearings regarding case enforcement and revisions of child support orders. Assist Child Support Attorney in initial court case appearances.
Verify financial accounts of delinquent payers to take administrative enforcement action to intercept financial assets or place liens on delinquent payer’s property (land, cars, boats) and denial of passports, until past due child support is paid. Assists the Department of Workforce Development (DWD) in maintaining an electronic list of delinquent payers with a child support lien in Wisconsin known as the Lien Docket. Negotiates Alternative Payment Plans (APP’s) with delinquent payers. Certifies suspension of driver’s, recreational, and/or professional licenses to effectuate payment.
Must meet KIDS Locate Timelines to be in compliance with State and Federal mandates. . Incorrect recordkeeping can result in loss of incentive monies for the county.
Performs assigned tasks in accordance with office policy and state and federal laws and regulations.
Refer cases to the Director for felony criminal non-support action.
Locate absent parents and assets using investigative procedures. Accesses and analyzes DWD wage information, unemployment records, driver’s license records, vehicle licensing records, IRS records, Social Security records in an effort to locate and collect. Prepares documents for interstate use in locating absent parents.
QUALIFICATIONS: One year certificate from college or technical school; or 2 years of related experience and/or training; or equivalent combination of education and experience in progressive legal office environment with knowledge of Government procedures.
Ability to successfully operate computer including various software programs, and the current State computer system, KIDS.
Completion of courses in typing, word processing/computer, filing, organizational skills, and general business procedures are required to perform the duties of this position.
Must attend on-going training sessions to remain proficient with the KIDS system, current interfaces and operating procedures. Must attend training sessions to learn new procedures required as laws change through legislation.
