Position Summary

Odyssey Systems has an exciting opportunity for an Engineering Program Manager supporting the US Space Force, Mission Delta 2, 2nd Sustainment Squadron (USSF/MD2/2STS). This branch executes activities in support of the alignment of key legacy system, network, software applications, and data initiatives within the command and Control (C2) arena. The 2STS portfolio initiatives include sustainment, technical refresh, integration, and modernization activities for legacy C2 systems, networks, and applications. Consumers and producers of data are internal and external to the USSF. The portfolio also includes the execution of initiatives to enable the processing and exposure of data to mission critical stakeholders and mission partners in support of the warfighter. The 2nd Sustainment Squadron Portfolio programs support the National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the 18th SDS, the 19th SDS, Mission Partners, Allies and Coalition Partners, STRATCOM, as well as other working groups internal and external to the Branch.

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government. The A&AS Space Engineering Program Manager will work closely with and provide support to the Government Program Manager for the execution of program management and engineering contract performance. In this role, the primary effort will be in support of the Modernization Activities for Space Command and Control Operational Technologies (MASCCOT) contract (primary contract responsibility) but you will also support the Distributed Space Command and Control (C2) system program portfolio as needed.

The Space Engineering Program Manager is an A&AS contractor that works as a trusted advisor advisor to the Government Program Management Office (GPO). As the Space Engineering Program Manager, you will work closely with and provide support to the Government Program Manager for all aspects of program and project management and will also be called upon to apply engineering and execution expertise, as needed, in support of short and long-range plans, service goals, schedules, policies, and objectives

This position may supervise a team of contractors.

Duties Include, But Not Limited To

  • Programmatic planning and execution support for DSC2 and MASCCOT initiatives in conjunction with the Space Domain Awareness (SDA) mission by conducting strategic and tactical analysis of project and program data and requirements.
  • Prepares recommendations for the completion of activities to accomplish the goals and objectives of the department. Monitors project/program status and adjusts plans accordingly. Keeps the Program Manager and Materiel Leader informed on a timely basis. Will work interdepartmentally with a variety of government civilian and military staff to obtain needed resources and support.
  • Supports analysis and inputs associated with contract performance, project performance, status, priorities, financial performance, project status, risk, technical execution and mitigations.
  • Develops programmatic documentation for Government Program Office reporting purposes.
  • Conducts in-depth analysis of project data and requirements. Experienced with the review, control, and reporting on project status, risks, technical execution, and mitigations. Develops, prioritizes and executes risk reduction strategies, studies, and recommendations to mitigate identified risk conditions.
  • Provides oversight for the 2STS data, system, and network integration initiatives.
  • Supports the coordination of the resolution of portfolio programmatic, technical, and system issues and deficiencies with prime contractors, depot contractors, and other support contractors related to contract performance.
  • Supports the Government Program Office (GPO) to build a campaign to identify, build, advance and maintain stakeholder relationships and stakeholder requirements. Stakeholders can include, but are not limited to, the Space Security Defense Program (SSDP), CSpOC, NSDC, the 18th SDS, the 19th SDS, USAF, USSF, DoD Service Organizations, Stratcom, National Partners, International Partners, COCOMS, intelligence organizations, academic partners, the Department of Commerce and others.
  • Familiarity with and support of the government acquisition process and release activities, to include requirements development, request for proposals (RFPs), development of independent government cost estimates, RFIs, RFPs, BOEs, SOWs, tech evals, acquisition plans, etc. Supports the analysis and technical evaluations of program acquisition documentation and provides recommendations with supporting rationale.
  • Assists with translating user requirements into statement of work objectives and cost documentation.
  • Engage in subsystem’ design analysis and integration weapon system leveraging hybrid cloud services.
  • Define and review system specifications, input/output process compatibility; data analysis and integration of disparate systems ensuring high quality and optimum performance for increasing data availability, resiliency and scalability.
  • Review and provide comments/input to the development of OV1s, SV1s, SV2s, interface control documents (ICDs) and other system specification documentation, ensuring that technical and support requirements and strategies are addressed between weapon system and/or network components.
  • Provides relevant input to acquisition planning activities, upgrades and modifications, studies. Interface with stakeholders, contractor personnel, and product integrators in the process.
  • Assist in the design and development of integration flows using an array of different platforms, APIs, data warehouses, protocols and data formats.
  • Coordinates the establishment of system engineering artifacts to maintain the current and “to-be” system and network infrastructure architectures.
  • Assists the Government Program Office in the development, sustainment, and integration of legacy and modernization technical roadmaps.
  • May provide oversight for the development of network operations and security center requirements.
  • Provides oversight of development contractor integration efforts. Collects feedback on current data integration gaps and opportunities for improvement.
  • Reviews and provides comments/input to the development of overarching network designs, architectures, and associated documentation .
  • Comfortable delivering and coordinating technical and programmatic briefings at senior levels.
  • Supports staffing and team management for the portfolio.
  • Other duties as required/requested by the Government within the constraints of the S3 contract.

Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Secret with the ability to obtain a TS/SCI clearance

Education: BS in Computer Science, Mathematics, Software, or a related discipline

Years of Experience: 8 years of relevant experience in a similar role such as a government contractor supporting the DoD or Intelligence acquisition or sustainment organization

  • Experience with full-lifecycle software applications development.
  • Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors within a highly dynamic environment.
  • Highly self-motivated with the ability to work independently as well as part of a team and direct others.
  • Effective communication skills (both written and verbal) with internal and external clients.
  • Must hold Secret Clearance, at minimum, at the time of hire and be SCI Eligible.
  • Occasional travel to CONUS and OCONUS locations upon government direction (up to 25%)
  • Familiarity with DoD Acquisition program management processes.

Preferred Qualifications

Clearance: TS/SCI clearance, agreeable to polygraph

Education: BS in Systems Engineering, Computer Science, Mathematics, Software, and MS in business related major or a related discipline

Years of experience: 12 years of experience

Certifications: Acquisition Program Management Professional

  • Knowledge of the Federal Acquisi5tion Regulations (FAR), Defense Federal Acquisition Regulation supplement (DFARS).
  • Direct technical awareness of space domain awareness data systems legacy networks, systems, and applications such as Astrodynamics Workstation (ASW) and data flows between and external a plus from a network and systems perspective.
  • Experienced with cloud implementations, architectures, pricing structures, cloud forecasting, implementation. Cloud unit pricing experience a plus.
  • Knowledge of cross-domain solution technical implementations.
  • Knowledge of an experience with Agile systems implementation as it relates to execution performance.
