Introduction

This position is located in the Office of the Deputy Mayor for Health and Human Services (DMHHS) within the Executive Office of the Mayor (EOM) of the District of Columbia. The ICH is a public-private council that serves as the Governing Board for the District of Columbia Continuum of Care. The ICH uses a collective impact framework to align the resources and activities of District government agencies, nonprofit providers, private sector representatives, and philanthropic partners with the goals outlined in Homeward DC 2.0, the strategic plan that guides the District’s efforts to prevent and end homelessness.

This position will support the Interagency Council on Homelessness (ICH).

Duties and Responsibilities

The incumbent will proactively provide leadership, ideas, and critical feedback, as well as being open to such constructive dialogue, as part of continuous improvement processes. Develop intuitive and compelling graphics to visualize and think about data. Obtain, merge, reshape, clean, and evaluate the quality of datasets. Lead the execution of complex data analytic projects, including coordination of internal and external partnerships. Create data dictionaries, annotated code, and similar materials to ensure the work product is as open and reproducible as possible.

Review, write, and present descriptions and summaries of projects for diverse audiences, including executive and command staff leadership, scientific experts, government practitioners, and public stakeholders. Provide subject matter expertise to disseminate scientific lessons, tools, and best practices across ICH and District government. Work independently and collaboratively with other internal and external entities; provides timely, relevant, and scientifically rigorous evidence to inform ICH’s policies, programs, and decision-making.

Qualifications & Education

Education: Must have a degree in behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Tour of Duty: Monday - Friday 8:30 am - 5:00 pm

Operating Status: In-person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Pay Plan, Series, Grade: CS-0101-13

Salary: $93,069 - $119,916

Collective Bargaining Unit: This position is not covered under collective bargaining.

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
