This position is in the Office of Victim Services and Justice Grants. The mission of the Office of Victim Services and Justice Grants (OVSJG) is to develop, fund, and coordinate programs that improve public safety; enhance the administration of justice and create systems of care for crime victims, youth, and their families in the district of Columbia. This incumbent in this position is responsible for grants management processes to ensure compliance, documenting policies, procedures, recordkeeping, and reporting regarding all grant activity within the organization.
Duties and Responsibilities
Facilitates and manages inter-agency meetings, and liaises with officials from the District of Columbia, Juvenile Justice Advisory Group (JJAG), the Office of Juvenile Justice and Delinquency Prevention, and community-based organizations regarding the administration of Title II funds and juvenile justice issues. Coordinates with the Criminal Justice Coordinating Council (CJCC) Juvenile Justice Compliance Monitor and JJAG on the development and finalization of the Title II annual state and racial and ethnic disparities action plans, in addition to all required compliance monitoring and plan certifications. Attend all JJAG monthly meetings virtually or in person until 6:00 pm on the first Tuesday of each month. Ensures compliance with Title II JJAG meeting requirements and maintain JJAG membership as mandated by the Juvenile Justice and Delinquency Prevention Act and the Mayor’s Office on Talent and Appointments. Oversee all tasks necessary to uphold Title II federal funding compliance.
Provides administrative support to the JJAG chair, mentor Youth Leaders in Action (YLA) members, and supports JJAG subcommittees. Manages both Title II and non-Title II funded sub-grantee portfolios throughout the entire grant lifecycle to include creation, submission, and reporting of federal grant applications through Gov Grants and Just Grants, as well as financial reconciliation of awards and expenditures. Develops and publishes Notices of Funding Availability (NOFA) and Requests for Applications (RFA), oversee peer review processes, and makes final funding determinations. Manages grants processes to ensure compliance with District regulations and best practices; implementation of efficient business processes; and achievement of best-in-class customer service. Actively updates grant manuals in coordination with legal team and other District organizations. Reviews proposed budgets and tracks grant expenditures to ensure compliance with established grant program guidelines. Keeps abreast of current practices and trends of grants management, identifies areas for improvement and enhancements in grants management.
Qualifications and Education
In addition, Specialized Experience is required that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
