What are the responsibilities and job description for the Finance Director position at Office for Admin and Finance (ANF1000)?
The Executive Office for Administration and Finance (A&F) executes fiscal and administrative policies to ensure the financial stability, efficiency, and effectiveness of state government. A&F develops, analyzes, and manages the Commonwealth’s financial planning and resource allocation activities, including the Governor’s annual budget submission to the Legislature. This is a fast-paced, high-pressure environment. Successful candidates must be self-motivated and responsible team players, who are willing to work nights and weekends during peak budget periods.
The Finance Director plays a key role in the development and monitoring of the state’s fiscal condition. The Finance Director maintains the official reporting status of the state’s financial condition to ensure statutory balance; coordinates with A&F staff and external entities on the disclosure process for issuance of state bonds; represents A&F in discussions of the state’s cash flow; coordinates with the Office of Comptroller on year-end reconciliation and other fiscal matters; plays a critical role in revenue forecasting; and works to ensure general quality control throughout the fiscal process. The Finance Director has a leading strategic role within A&F and should, therefore, have exposure to state budgeting practices, evidence good communication skills, demonstrate sound judgment, and display the ability to serve as a mentor to analysts and others within A&F.
The following are the preferred qualifications for this position:
- Interest in public service as demonstrated through work, or volunteer activities;
- Excellent analytical skills and experience in research, including gathering, interpreting, and summarizing data;
- Strong project management skills, including the ability to coordinate projects requiring input from multiple departments;
- Familiarity with the state’s accounting system (MMARS), state budget systems, and basic financial reporting and accounting practices;
- Ability to write and communicate clearly, comprehensively, and concisely;
- Strong interpersonal and teamwork skills;
- Self-management and the ability to work independently;
- Proven ability to handle multiple competing priorities;
- Aptitude for creative thinking about cost-effective ways of providing services; and
- Willingness to work evenings and weekends during peak work cycles.
