JOB SUMMARY: This position is in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Financial Resources Management (FRM) Division. The Contract Officer’s Representatives (CORs) serve as the liaison between the mission area, the vendor, and the Contract Officer (CO). CORs are the eyes and ears of the CO. Our CORs are project management professionals who may have technical expertise in areas such as Information Technology, Intelligence Analysis, and Cybersecurity, for example. CORs along with the Program Office and the CO, ensure our contracts deliver by monitoring contract progress and performance while maintaining good records and lines of communication between all stakeholders. CORs review deliverables along with technical POCs to support the review and approval of vendor invoices. This role aids in the development of procurement packages that support mission resource needs and is essential to achieving our goal to execute I&A resources efficiently and effectively.
DUTIES INCLUDE: Specific Duties of the Corporate COR include the following:
- Determine and describe program contracting needs, while complying with the Contracting Officer’s recommendations and statutory and regulatory provisions including, but not limited to, competitive acquisition practices, small business opportunities and reliance on commercial products.
- Serve as a project leader on special initiatives for the Program Office that leads to developments in improving contract oversight, processes that support programmatic and acquisition-related efficiencies, better strategies in the approach of strategic business and acquisition planning.
- Review and interpret new and revised legislation affecting the Program Office and finding creative ways to meet these new requirements within the confine of established acquisition decisions.
- Identify the need for acquisition/procurement services to support the Program Office mission that cannot be fulfilled by government staff and proposes such need to CFO Office and I&A Leadership.
- Adjust annual strategic acquisition plan based on prior-year unplanned actions, volume adjustments. Function as a technical in-house resource working with program staff to identify contracting needs to accomplish program mission requirements.
- Performs other duties as assigned.
KEY REQUIREMENTS:
- Must be able to obtain/maintain a Top Secret/SCI security clearance
- Overtime may be required in response to a significant event
- Must be a U.S. Citizen
- Occasional Travel – Overnight travel may be required
- Incumbent is subject to pre-employment and random drug testing

QUALIFICATIONS AND EVALUATIONS:
To qualify for the GS-11 position, you must possess at least one year of specialized experience equivalent in difficultly and responsibility to the GS-09 grade level in the Federal service that include:
- Applying analytical, evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of management program operations.
- Developing budgetary policy and assist other analysts in the formulation of budget estimates.
- Applying pertinent laws, regulations, policies, and precedents that govern management and administrative operations of the organization.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
A combination of successfully completed post-high school education and experience (see explanation for combining education and experience below).
To qualify for the GS-12 position, you must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service that included:
- Gathering and analyzing a variety of program information, making sound judgements concerning program progress, and effectively communicating recommendations orally and in writing to higher organizational management and contractors.
- Assembling facts and projecting future needs to support recommendations on long-range planning for the organization.
- Designing and conducting comprehensives studies, and preparing solutions to especially broad, important, and severe operational and contingency areas, and the ability to identify the significant variables and determine their underlying relationships.
Substitution of education in lieu of specialized experience may not be used for this grade level.
- To qualify for the GS-13 position, you must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 grade level in the Federal service that included:
- Communicating complex ideas both written and verbally to formulate and present findings, briefing, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
- Making formal presentations and representing the organization’s positions on acquisition, acquisition strategy, contracting, intelligence issues and methods.
- Governing, interfacing with, and/or influencing the systems acquisition process and integrated life-cycle management.
Substitution of education in lieu of specialized experience may not be used for this grade level.
