Summary

This position is located within the Nation-State Threat Center (NST), Deputy Under Secretary for Analysis (DUS-A), Office of Intelligence and Analysis (l&A), Department of Homeland Security (DHS) and serves as the Branch Chief (Supervisory).

This is a Temporary Promotion Not to Exceed Two Years assignment and will be filled on a temporary basis for not longer than the two-year duration.

Duties

Responsibilities include assisting the NST Director and leadership team in the design and implementation of an analytic program, and the development, refinement, validation, and articulation of strategy, policy and programs, resource management, budget execution, and programming for the center. Responsibilities also include representing the Director at meetings, conferences, and during times of crisis requiring 24 / 7 leadership coverage as required.

DUTIES

As Counterintelligence and Influence Branch (CII) Branch Chief, the incumbent manages the daily operations of the Branch and assists the Center Front Office in strategic management by developing, implementing, and managing the full range of Center activities. Represents I&A senior leadership and the center at meetings, interagency and intergovernmental teleconferences, secure video teleconferences, working groups and committees, and during times of crisis requiring 24 / 7 leadership coverage.

  • Develops branch goals and objectives integrating organizational objectives.
  • Establishes Branch policies and procedures for accomplishing the unit's analytic production goals.
  • Plans, organizes, and directs the activities of the branch, ensuring that research, analysis, production, and reporting activities comply with legal and regulatory requirements and meets customer needs and IC standards.
  • Develops goals and objectives integrating organization and CII objectives. Engages and directs engagements with a wide range of external customers and stakeholders. Builds relationships to enable the accomplishment of objectives and goals.
  • Researches, interprets, analyzes, and applies various guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of analysis and production.
  • Plans and schedules work in a manner promoting a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate.
  • Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and / or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters.
  • Ensures the Counterintelligence and Influence Branch implements proper safeguards and processes to protect the privacy, civil rights, and civil liberties of U.S. persons. Ensures the branches' activities are executed in a manner consistent with applicable laws, regulations, directives, orders, and policies. Implements and monitors the proper use of appropriate organizational performance metrics. Coordinates training for personnel, and where appropriate, customers on current branch-related capabilities and the capabilities of the Department within the bounds of the branch and center authorities.
  • Maintains a continuous liaison with other IC organizations, other service counterparts, and DHS offices to ensure planning is consistent and integrated throughout the homeland defense community.
  • Prepares and presents briefings. Prepares and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Serves as the independent technical authority for the organization. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. Defends recommendations to higher levels of management as necessary.

  • Must be able to hold a TS / SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Qualifications

    Specialized Experience :

    To qualify for a GS-15 you must possess at least one year of specialized experience, equivalent to the GS-14 level or above that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

    This experience is defined as :

    Extensive knowledge in directing mission-essential programs to include short- and long-range programs addressing a broad range of DHS or IC needs and interests.

    Extensive background in planning and setting subordinate work and evaluating work performed using equitable performance and rating techniques.

    General knowledge in nation-state threat topics such as counterintelligence, malign foreign influence, illicit trade, technology transfer, intellectual property rights, and supply chain security.

    Extensive knowledge and understanding of regional or nation-state threat actors.

    Extensive knowledge in policy and procedures for the production, and dissemination of intelligence products.

    Education

    Substitution of education in lieu of specialized experience may not be used for this grade level.

    Additional information

    This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
