This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, Office of Research Integrity (ORI), located in Rockville, Maryland.

Qualifications:

Applicants must demonstrate that they meet the Basic and Minimum Qualification requirements, or Basic and Specialized Experience requirements as noted below.

Basic Requirement: You must possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree was from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Must provide transcripts)

AND

Minimum Qualification Requirement:
Specialized Experience: GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service that includes two (2) of the three (3) following duties:
  • Applying health science and research knowledge to support and/or assist with processes and/or activities related to research integrity;
  • Reviewing, evaluating, and/or developing educational, training, outreach, or professional development materials and resources related to the responsible conduct of research, research integrity, and/or research misconduct;
  • Conducting research, compiling data, and performing trend analyses to identify emerging issues and problems, and to recommend preferred courses of action.
OR completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (Must submit transcripts)
OR a combination of specialized experience and graduate level beyond the Master's level that when combined, equals at least 100% of the total requirement. (Must submit transcripts)

Specialized Experience:
GS-12:
You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service that includes three (3) of the four (4) following duties:
  • Applying health science and research knowledge to support and/or assist with processes and/or activities related to research integrity;
  • Reviewing, evaluating, and/or developing educational, training, outreach, or professional development materials and resources related to the responsible conduct of research, research integrity, and/or research misconduct;
  • Conducting research, compiling data, and performing trend analyses to identify emerging issues and problems, and to recommend preferred courses of action;
  • Engaging with stakeholders and the research community in order to promote research integrity and related programmatic activities.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Responsibilities:

  • Applies health science and research knowledge and experience obtained by conducting research, teaching, and/or working, in a manner compliant with 42 C.F.R. Part 93, in the PHS-funded research environment.
  • Assists with the development and implementation of education and outreach activities that aid stakeholders in their efforts to promote research integrity, prevent research misconduct, and/or respond to allegations of research misconduct.
  • Works to ensure that institutions conducting Public Health Service (PHS) funded research are compliant with the Public Health Service Policies on Research Misconduct (42 C.F.R Part 93)
  • Assists with the review and evaluation of PHS funded institutions' compliance with 42 C.F.R. Part 93.
  • Coordinates and/or accomplishes major projects executed in the ORI program. This may include but is not limited to the efficient and effective development, design, investigation, conduct, study, and/or closeout of such projects.
  • Assists with and/or conducts ORI activities related to 42 C.F.R. Part 93.
