GENERAL DESCRIPTION
The Office of the Attorney General is a dynamic organization with over 4,000 employees throughout the State of Texas. The Child Support Division IT Operations team seeks the assistance of a Project Manager with expertise in the latest technologies, strong business acumen, and organizational skills to effectively manage IT Operations projects. In this role, the ideal candidate will work with all the stakeholders to assemble project teams, assign responsibilities, identify appropriate resources needed, and develop schedules to ensure timely completion of projects by meeting project milestones. They will also assess risks, anticipate bottlenecks, provide escalation management, make tradeoffs, balance the business needs versus technical constraints and encourage risk taking behavior to maximize business benefit.
ESSENTIAL POSITION FUNCTIONS
Project Management
- Develop and implement project management methodologies to ensure project success.
- Manage project lifecycles, including scope, timelines, budgets, and deliverables.
- Communicate project progress, risks, and recommendations to stakeholders at all levels.
- Oversee infrastructure projects, such as network upgrades, cloud migration, and IT security enhancements.
- Ensure compliance with security and regulatory standards in all projects.
- Facilitate collaboration between IT operations, program managers, and technical teams.
- Lead project meetings, resolve challenges, and foster a culture of continuous improvement.
- Identify potential risks, develop mitigation plans, and address issues impacting project objectives.
- Drive change management initiatives to ensure smooth adoption of new infrastructure solutions.
- Develop key performance indicators (KPIs) and present progress to stakeholders.
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule. Telework schedules are permitted for employees based on the agency’s approved Telework Plan (if schedule does not adversely affect operations and service levels, and standard hours of operation are maintained).
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
MINIMUM QUALIFICATIONS
Project Manager III:
Education: Graduation from high school or equivalent
Experience: Six years of experience working in project management, IT infrastructure, system integration, or related fields; may substitute credit hours from an accredited college or university for the required experience on a year-for-year basis.
Experience with networking technologies, cloud infrastructure, and IT operations.
Experience with project tracking tools like JIRA or equivalent platforms.
Skill in effective oral and written communication with good presentation skills and the ability to deliver updates to diverse audiences.
Skill and proficiency in risk management, prioritization, and decision-making.
Ability to work cooperatively with others in a professional environment and collaborate with cross-functional teams.
Ability to manage budgets, timelines, and deliverables for complex IT projects.
Ability to work in person at an OAG work location more than 40 hours as needed and in compliance with the FLSA; and, if needed, arrange for personal transportation for business-related travel
Ability to lift and relocate 10 lbs.
Ability to arrange for personal transportation for business-related travel, as required, and travel (including overnight travel) up to 25%
Project Manager IV – All of the above, plus:
Experience: Two additional years of experience working in project management, IT infrastructure, system integration, or related fields; may substitute credit hours from an accredited college or university for the required experience on a year-for-year basis.
PREFERRED QUALIFICATIONS
Project Management Professional (PMP) certification or equivalent.
Familiarity with government systems such as the Texas Child Support Enforcement System.
Experience with IT modernization initiatives, including cloud adoption and network optimization.
