GENERAL DESCRIPTION

Join the Office of the Attorney General’s (OAG) Child Support Division (CSD) in our mission to encourage responsible parenting by promoting the involvement of both parents in their children’s lives and ensuring that children in Texas receive the support they need and deserve.

Under the direction of the Regional Director, conducts in-depth investigations and examinations of alleged violations of criminal, state, and federal child support laws, court orders, and agreements. Documents and performs security surveys for all field offices in the region. Investigates and prepares child support criminal offense reports and prepares prosecutorial packages for presentation to District Attorneys, U.S. Attorneys, or other prosecutors. Testifies in court proceedings. Facilitates the serving of process papers and the execution of arrest warrants, capias, and writs of attachment. Performs other duties as requested by the Regional Director and/or Senior Regional Attorney.

ESSENTIAL POSITION FUNCTIONS
Conducts in-depth investigations of alleged violations of criminal, state and federal child support laws, court orders and agreements
Prepares and submits child support prosecutorial packages to county, state, and federal prosecuting attorneys
Implements extraordinary enforcement remedies pursuant to mandated directives such as Criminal Non-Support, Evaders, Capias Round-Ups, and Field Asset Searches
Conducts background investigations and may utilize National Crime Information Center (NCIC) and the Texas Crime Information Center (TCIC) records
Facilitates the serving of process papers and the execution of arrest warrants, capias, and writs of attachment
Performs field surveillance to determine assets, employment status and residence of subjects
Maintains extensive liaison network with local, state and federal law enforcement and prosecution officials
Prepares, organizes, and maintains records, correspondence and reports
Closely interacts with management and staff to meet goals and objectives using efficient work processes
May serve as a Notary Public
Responds to complex inquires and complaints from customers
Explains Child Support Program policies, procedures, and regulations
Negotiates and presents out-of-court settlements and agreements to OAG legal counsel
Attends court as needed
Serves as the regional subject matter expert for locate resources and investigations
Documents all actions taken
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity


Qualifications


MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: full-time Texas Child Support program, customer service, investigations, or law enforcement
Experience: Two (2) years of full-time experience working in the following (or closely related) fields: conducting complex desktop and / or field investigations
Knowledge of investigative principles, techniques, and procedures
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in using a computer for word processing and data entry / retrieval
Skill in training and / or supervising others
Skill in conducting interviews, investigations, surveys, inspections, and examinations
Skill in interpreting and applying laws and regulations
Skill in evaluating findings
Skill in preparing concise, complete reports and in testifying at hearings and other court proceedings
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
PREFERRED QUALIFICATIONS
Education: graduation from an accredited four-year college or university
Experience: conducting child support investigations, in collections and using locate resources and techniques, as a Child Support Officer or an equivalent position in a IV-D agency or private sector
Other Language: ability to proficiently read, write, and speak Spanish
