Job Duties
- Performs all tasks necessary to gather and assemble the information required to develop the scope and specifications for solicitation of bids for service contracts, as well as manage the daily business of these service contracts.
- Communicates effectively with stakeholders, inspectors, and contract vendors, while establishing cooperative relationships.
- Maintains files and records.
- Prepares reports and contract documents of various stages, including drafts, changes, renewals, amendments, and terminations. Presents information to small and large groups.
- Coordinates compliance inspections, evaluate reports of non-compliance and initiates the appropriate response to non-compliance issues.
- Reviews contractor’s invoices for payment and determines deductions for non-compliance.
- Acts as a liaison between tenants, inspectors, and contracted service providers.
- May be required to drive a county vehicle during inclement weather.
- Performs other duties as assigned.

Requirements
EDUCATION:
- High school diploma or G.E.D. equivalent required.
- Some relevant college or courses preferred.
- Bachelor’s degree preferred.
- Three (3) years of administrative, vendor management, or accounts payable experience, including one (1) year of documented contract management experience required.
- Three (3) years contract management experience preferred.
- Must have good verbal and written communication skills, plus understand and follow oral and written instructions.
- Must be thorough in reporting information, establishing schedules, and completing projects in a timely manner, as well as coordinating inspections, repairs, and other contracted services.
- Must be able to develop and create contract documents; read, understand and write reports/correspondence and interpret diagrams, drawings, site plans, and floor plans.
- Must understand contract documents, policies, terms, and conditions.
- Must be able to work independently, reason logically, work under pressure, adapt to various circumstances, and use sound judgment in the performance of duties.
- Must be proficient in Microsoft Windows computers and Office applications, especially Word and Excel.
- Must communicate diplomatically on a routine basis with contractors, tenants, and the public.
- Must have a valid Texas Driver’s License.
- Must pass security checks, including obtaining clearance for the Criminal Justice Information Services (CJIS), and drug tests, as required. This position is Safety Sensitive and subject to random drug and alcohol screening.

- Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
- This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
