The Employee Experience Specialist is an on-site position responsible for handling the recruiting process from end to end for the Harris County Engineering Department. The Specialist will handle sourcing/interviewing candidates, collaborating and communicating with department managers to anticipate hiring needs, as well as conducting recruiting analysis to track and advise on turnover/ retention rates to forecast future hiring needs.

Candidate Sourcing
- Rewrite job descriptions to fit the current format and current pay/ benefits.
- Advertise job openings on career pages, job boards, and social networks.
- Publicize job opportunities internally and contact employee referrals.
- Lead all recruiting activities by building and maintaining key relationships across the business to ensure a great delivery and candidate experience.
- Strive for operational excellence while keeping the candidate at the center.
- Attending offsite job fairs and other company-related events
- Meet with managers to discuss departmental staffing requirements and recruiting strategy.
- Establish and build strong business relationships with the hiring managers to successfully understand their business, build sourcing solutions and provide excellent customer service.
- Determine qualification criteria and pay scale for each position with management.
- Schedule in-person interviews utilizing candidate availability, manager availability, and recruiter availability.
- Conduct in-person interviews with managers and provide interview feedback.
- Track Key Performance Indicators of each department, i.e., turnover/ retention rate, to forecast future hiring needs.
- Set job post budgets and monitor to stay within the departmental budget.
- Track cost to hire, time to fill, and other crucial KPI’s.
- Keep a keen eye toward diversity and influence hiring initiatives to ensure we’re delivering a diverse slate of candidates.

Requirements
Education
- Bachelor’s degree in communications, business, human resources.
- Must have at least 3 years of professional HR experience in employee recruitment, retention, performance management, and/or related HR discipline.

Preferences
Education
- PHR/SPHR and/or SHRM-CP or SHRM-SCP preferred.
- 6 years of prior Human Resource or Recruiting experience
- Proven work experience as a Recruiter in the civil engineering consulting firm environment or government sector
- Proven work experience in Recruiting/Talent Acquisition
- Proven Human Resources experience, preferably experience working in Government or Construction/ Civil Engineering Discipline.
- Excellent program skills, written communication and oral communication skills, interpersonal skills
- Demonstrated cross-functional leadership.
- You are tech-savvy and have the basics down.
- Demonstrated ability to story-tell through data.
- Experience influencing, communicating, and presenting at all levels of the organization.

Physical Demands And Environmental Exposure:
- Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
