Position Title: Senior Investment Analyst – Public Market Investments
Division: Investments, Banking, and Finance

Salary: $70,000-$80,000
Position Summary:
The Senior Investment Analyst – Public Market Investments is responsible for assisting in conducting investment due diligence, analysis and monitoring of external program managers for the public market focused investment portfolios of the Office of the Illinois State Treasurer, including, but not limited to, the two (2) 529 College Savings Programs (Bright Start and Bright Directions), Illinois Secure Choice Retirement Savings Program (Secure Choice), and the Illinois Achieving a Better Life Experience Program (ABLE). The Senior Investment Analyst – Public Market Investments will utilize best practices to continually assess asset allocation, measure investment performance, evaluate externally managed investment products and advise senior management as to the performance of each program. The Senior Investment Analyst – Public Market Investments interacts with many divisions within the Treasurer’s Office in the interest of achieving underlying investment objectives. Attendance is an essential function of this position.
Duties and Responsibilities:
Bachelor’s degree in accounting/finance/economics or a related field, required; Advanced degree in business/finance/economics, preferred; 1 to five (5) years’ experience in areas of financial analysis, investments, portfolio management, and/or a related field; OR any equivalent combination of experience and training that provides the required knowledge, skills and abilities to carry out the duties of the position.
Certificates and Licenses Required:
Progress to completion of either Chartered Financial Analyst (CFA), Chartered Alternative Investment Analyst (CAIA) or a comparable investment certification, preferred, with knowledge of CFA’s Global Investment Performance Standards and/or investment fiduciary best practices.

Duties and Responsibilities:
- Measures and evaluates performance results of approved external investment managers for investment programs including, but not limited to the Illinois 529 College Savings Programs (Bright Directions & Bright Start), Illinois ABLE, and Illinois Secure Choice
- Assists in investment and operational due diligence, conducting extensive qualitative and quantitative due diligence of prospective and approved external investment managers across asset classes
- Assists in the design of the investment guidelines, asset allocation, investment options, and underlying investment funds for assigned investment programs
- Presents analyses to senior management in a clear, concise, convincing, and actionable format.
- Contributes to the production of analytical investment memos, standard operating procedures, analytical spreadsheets/visual representations, and other special projects in a timely manner.
- Integrates sustainability factors, including environmental, social, governance, business model/innovation, and human capital factors, into the due diligence evaluation process, for prospective and current investment managers.
- Assists in performing timely reviews of monthly, quarterly, annual and special reports issued by program managers to ensure the completeness and accuracy of the content, and to ensure that senior management is well-positioned to assess the effectiveness of investment and program manager performance
- Conducts research on the latest industry trends, best practices, and regulatory environment related to investment capabilities within financial product programs.
- Maintains a comprehensive understanding of the investment policies of the Treasurer’s Office, relevant statutory requirements, and other pertinent operating guidelines to ensure effective analysis, reporting, and compliance
- Supports operational activities that promote financial product programs within Illinois.
- Actively collaborates with directors, managers, senior leadership, and staff in the Treasurer’s Office with responsibilities relating to externally managed investment programs
- Performs other duties as assigned or required which are reasonably related to the duties enumerated above
- In-depth understanding of the financial services industry and public market securities, with prior portfolio analysis experience
- Quantitative and qualitative analysis skills
- Ability to multi-task and prioritize effectively
- Strong written and oral communication skills
- Strong interpersonal skills with the ability to work in a team environment
- Detail-oriented
- Ability to maintain satisfactory working relationships and communicate effectively with all levels of staff and the general public
- Proficient in Microsoft Excel, Word, PowerPoint, and other standard computer programs
