Summary : The Defense Innovation Unit is a Department of Defense organization focused on accelerating the adoption of commercial technology to transform military capability and capacity, while growing the national security innovation base. Responsibilities :
- Serves as the Deputy Portfolio Director for the Energy portfolio, providing subject matter expertise and technical support on projects focused on accelerating, transforming, and enhancing the warfighter's capability to leverage cutting-edge technological advancements.
- Develops future strategies, current operating plans, budgets, and resource forecasts for portfolio projects, including technical justification to prioritize projects and leads operational requirements.
- Applies knowledge, experience, and technical expertise across a broad spectrum of systems engineering and technical disciplines to identify gaps and critical need opportunities for emerging technologies.
- Provides strategic leadership by assigning work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
- Provides guidance, counsel, and instructions to team members.
- Plans, organizes, coordinates, and oversees the progress of all program activities.
- Develops program management strategies that optimize portfolio resources, establish work schedules aligned with organizational priorities, and review ongoing and completed work for accuracy and compliance with policies, procedures, and objectives.

Time in Grade : For entry at the NH-04 (GS-14 / 15) level, status applicants must have served 52 weeks as an NH-03 (GS-13) or higher grade in the Federal Service.Specialized Experience : For the NH-04 (GS-14 / 15), you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-03 (GS-13) grade level in the Federal service, or comparable in difficulty and responsibility to NH-03 (GS-13) if outside the Federal service. Specialized experience is defined as researching or analyzing potential technology policy and regulatory gaps such as : emerging technology areas, acquisition pathways, import / export controls, Committee on Foreign Investment in the United States, or environmental regulations; and preparing policy positions, briefings, white papers, or reports that will contribute to the continued technological superiority of US forces and advance top modernization priorities to benefit DoD stakeholders.In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.Competencies : Communications, Creativity and Innovation, Mission Support, and Teamwork.Qualification and time-in-grade requirements must be met at the closing date of this announcement.
Education : There is no substitution of education for the qualifying experience at the NH-04 (GS-14 / 15) grade level.
