This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

This Public Notice is to gather applications which may or may not result in a referral or selection.

This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of DEC 22, 2023, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions E. Table 1.

Incumbents Typical Work Assignments May Include The Following:

  • Provides advice and guidance on cross-cutting procurement regulations or policy development and advises senior management officials on such matters as they relate to the work of the organization.
  • Ensures compliance with FAR, DFAR, and CFR guidance related to small business goals and programs.
  • Analyze the implementation and effectiveness of organization wide procurement policies, standards and procedures to ensure current and future compliance with all applicable provisions of acquisition regulations, statutes, or policy memoranda.
  • Identifies and advises customers and procurement staff of possible vendor sources to provide enhanced levels of small business participation in the program.
  • Participates in forums involving intra- and inter-agency and private industry participation for the purposes of policy development and coordination of relationships and activities of the DoD with other Federal agencies state and local governments, Defense prime contractors, small and socioeconomic businesses, and educational institutions.
  • Interprets and applies relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
  • Serves as the Action Officer responsible for researching, developing, preparing and publishing all contracting policies and procedures. Resolves complex problems not directly addressed by existing regulations or which require a decision by a higher authority.

  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years

    Basic requirements established by the Department of Defense for the 1102 series position.

    • I possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or origination and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree).
    • I am a current civilian employee in DoD, who occupied a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception.
    • I am a current civilian employee in DoD, who served as a military member in a similar occupational specialty to the GS-1102 on or before September 30, 2000.

    You may qualify at the NH-03 (GS-12/13) level, if you fulfill the following qualification requirement:

    One Year Of Specialized Experience Equivalent To The GS-11 Grade Level In The Federal Service (experience May Have Been Gained In The Private Sector) That Demonstrates Your Ability To:

    • Provides advice to management officials and customers on acquisition principles, streamlining, planning, and strategic sourcing initiatives in acquiring wide-range of goods/services; developing, implementing and evaluating new acquisitions policies, procedures and guidelines.
    • Utilizes procurement policies and procedures to plan, analyze, or evaluate procurement programs; review proposed contractual actions for conformance with regulatory requirements and procurement practices.
    • Applies legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.

    This position has a Basic Requirement for the 1102 series.

    This position requires a Contracting Level 1 Contracting Professional, acquisition certification. You will have 36 months to achieve this certification.

    Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
