General Purpose
Responsible for inspecting, recommending policy and monitoring compliance with local, state and federal regulations regarding asbestos, lead, and other hazardous substances. Duties include conducting asbestos related inspections and generating Asbestos Inspection Reports; designing asbestos project specifications and supervising asbestos control and abatement projects; and training district personnel in asbestos awareness and control management techniques.
Main Tasks and Responsibilities
- Attend all inspections and visits with the Fire Marshal, State Risk, and Health Department.
- Assist with asbestos removal, as a member of the asbestos abatement team.
- Set up and maintain the equipment required for asbestos removal.
- Set up and connect showers, etc.
- Develop, update and maintain a current AHERA management plan at each site location and in the district office.
- Conduct periodic surveillance of each location twice a year and re-inspections of each location every 3 years.
- Prepare policy recommendations for removal and maintenance of asbestos containing materials for the current and future years and maintain a list of asbestos project priorities.
- Assist with federal and state inspections.
- Submits management plans to state agencies.
- Inspect ADA compliance for the school district.
- Report any violations and recommendations to the Facilities and Operations Foreman.
- Review all work orders for the presence of Hazards, including but not limited to asbestos, mold, lead.
- Remove asbestos.
- Order and maintain inventory of asbestos abatement equipment and supplies, protective clothing, respiratory protection equipment and supplies and other PPE as deemed necessary by the Facilities and Operations department (hearing protection, eye protection, etc.).
- Conduct NESHAP inspections of all district owned facilities prior to renovation or demolition.
- Write bid specifications, conduct bid walks, and monitor all asbestos projects in the school district.
- Act as the liaison between contractors, State and Federal regulators and the School District.
- Schedule and monitor projects to assure that all work related to asbestos is completed in accordance with policy, local, state and federal regulations.
- Assist with Hazmat (Hazardous materials) disposal.
- Inspect and recommend ADA compliance and Risk Management issues.
- Conduct inspections for mold and recommend remediation action.
- Develop and maintain district safety policies.
- Develop and maintain records of Playground Inspections, Emergency Lighting Inspections, Emergency Drills, and IPM (Integrated Pest Management) Inspections.
- Manage AHERA records for the school district and submit all required paperwork to the Division of Air Quality.
- Attend training for initial certification and for annual recertification.
- Develop and conduct online and classroom training programs for OSHA compliance and maintain records of training.
- Notify PTAs, employee groups, teacher associations, public, etc. of asbestos removal or other response actions in district owned facilities.
- Represent the school district on the LEPC (Local Emergency Planning Committee).
- Serve as a member of the Safety Committee.
Education and Experience
- High School Diploma or equivalent
- Six (6) years of related experience
- Valid Utah Driver’s License
- The following are required: Asbestos Contractor/Supervisor, Asbestos Project Designer, Asbestos Inspector, Asbestos Management Planner, Lead RRP, Lead Renovator, Lead Inspector, Lead Risk Assessor, Lead Supervisor, OSHA 30 Hour Training Course, Respiratory Protection and Fit Testing, and HAZWOPER
- The following are preferred: Multi-Hazard Emergency Planning for Schools, Personal Protective Clothing Selection and Use, FEMA ICS courses, NIMS (National Incident Management System)
- Knowledge of asbestos removal procedures
Working Conditions and Physical Requirements
- The job occasionally requires above average strength and/or stamina. Job duties may involve lifting and carrying of heavy materials/objects (50-100 pounds).
- Work is occasionally carried out in disagreeable conditions. Exposure to adverse working conditions, inclement weather, dirt/dust, noise or fumes, and/or exposure to possible accidents, health hazards or minor injuries produce an environment that involves adjusting to or accommodating these uncomfortable conditions.
