DCY is seeking a Human Services Program Administrator 3 to coordinate regional early childhood technical assistance systems and manage early learning standards, curriculum, and assessment work in the Bureau of Early Childhood Practice Advancement.
The successful candidate will be knowledgeable and passionate about implementing evidence-based practices in early childhood settings (Early Care and Education Programs, Home Visiting, Early Intervention) to positively impact child outcomes with both direct service and supervisory experience in the field. This position will have the opportunity to improve the quality of care and education for young children in Ohio.
Major Responsibilities & Duties
Under the direction of the Bureau Chief, assists with the planning, development, implementation and ongoing evaluation of DCY’s statewide regional early childhood technical assistance systems.
Preferred Qualifications
Completion of a graduate degree with either an undergraduate or graduate major in one of the following content areas: early childhood education, child development, special education, family studies, curriculum & instruction, education administration/leadership, psychology, assessment & evaluation; and 5 years of relevant experience including

Hybrid Work Details
Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Major Responsibilities & Duties
Under the direction of the Bureau Chief, assists with the planning, development, implementation and ongoing evaluation of DCY’s statewide regional early childhood technical assistance systems.
- Formulates and directs the implementation of technical assistance program policies, procedures, goals, and objectives to support the provision of high quality, evidence-based practices across early childhood programs and settings that positively impact child outcomes.
- Acts as the primary point of contact for regional technical assistances providers on policy/program matters; ensure transparent communication of policy/program objectives, timelines, and outcomes to both internal leadership and stakeholders.
- Coordinates with internal and external partners including local administrators and test coordinators, curriculum and assessment vendors, vendors, and other state agencies.
- Manages the curriculum and assessment review processes.
- Maintains regular contact with stakeholders (e.g., direct service providers in schools and child care programs, county and regional technical assistance providers, agency employees, other state agencies) to obtain feedback, determine needs & understand expectations.
- Supervises assigned staff.
- Coordinates and collaborates on inter- and intra-agency workgroups and in teams (e.g., bureau staff, other DCY bureaus, or other state agencies/entities);
- Maintains current knowledge on trends and issues surrounding early childhood standards, curricula, instruction, and assessment.
- Or completion of graduate core program in social or behavioral science or medicine-related field; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
Preferred Qualifications
Completion of a graduate degree with either an undergraduate or graduate major in one of the following content areas: early childhood education, child development, special education, family studies, curriculum & instruction, education administration/leadership, psychology, assessment & evaluation; and 5 years of relevant experience including
- At least 2 years of experience in an early childhood setting working as a teacher or direct care/service provider; and
- At least 2 years of other relevant experience providing support and/or services to those who work with children in an early childhood setting (e.g., administrator, professional development provider, monitoring specialist, licensing specialist, technical assistance provider, family & community engagement provider, mentor); and
- At least 1 year of supervisory experience.
