Sourcing Supervisor

The Sourcing Supervisor responsibilities include :

• Requires thorough knowledge of sourcing lifecycle
• Directs and coordinates the agency's procurement and supplier performance monitoring policies and procedures
• Proposes, reviews, and approves procurement and strategic sourcing practices including schedules, templates, methodology, record retention and retrieval
• Establishes agency use of preference programs
• Reviews and approves procurement elements of Controlling Board submittals
• Establishes performance methods, templates, performance Targets, sourcing schedules and / or agreements in accordance with policy and procedures
• Oversees resolution to missed performance targets
• Ensures that staff output complies with the ORC and related policies, procedures and guidelines
• Supervises staff responsible for purchasing and contracts
• Identifies, supports and monitors performance and professional development opportunities to improve individual and unit performance
• Develops and implements strategic management reports
• Advises management about special procurement projects and market activities as they affect budgets, revenues and continuity of operations
• Represents DRC regarding procurement and / or supplier matters at local, state, or National events and meetings
• Establishes and maintains collaborative working relationships with the Ohio Penal Industries (OPI), Office of Information Technology (OIT), the Office of Procurement Services (OPS), the Facilities Construction Commission (OFCC), the Office of Budget and Management (OBM), and the Office of Support Services (OSS)
• Develops, implements, and maintains agency procurement training activities for all staff performing procurement related duties
• Develops, implements and maintains agency procurement training activities for current and potential suppliers through outreach events

Qualifications

54 mos. exp. or 54 mos. trg. in purchasing / procurement / sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.
