Key Responsibilities
This professional will assume substantial oversight and responsibility, both from a personnel perspective and as a process owner.
Serves in the capacity of a subject matter expert and has the capacity to oversee and develop direct reports to include planning, scheduling, assigning and supervising their work.
Assists leadership in carrying out human resource functions for all employees, including but not limited to :
Administering job evaluation programs including the preparation and evaluation of new and revised job classifications and associated wage schedules. Auditing human resource programs and processes including, but not limited to compensation, benefits, training and development, and affirmative action.Processing payroll authorization forms.Preparing data for meetings with the senior staff, Human Resources Committee (HRC) and the Board of Directors.Retirement counseling and financial education.Training needs analysis through the research of supervisory and management development.Write and produce supervisory and management development training programs and materials as needed, including revisions to existing training programs.The preparation and maintenance of statistical data necessary for union negotiations.Keeping upper management advised of significant personnel matters.The employment process; Administration of recruiting, candidate interviews, testing, selection, and recommendation of applicants.The management and resolution of job performance issues, such as absenteeism, skill deficiency, work practices, and conflict resolution.The management of employee issues and complaints; investigate causes and take measures for their resolution.The formulation and application of discipline in accordance with the Discipline Policy and Procedure.Absence management.Managing the Grievance and Arbitration Procedure and assisting leadership with grievance resolution.Total rewards, including compensation and employee benefits.The development and implementation of employee development and succession plans.The coordination, development, and delivery of training.Planning and, implementation of the departmental budgetTraining and development strategies consistent with Company goals and personnel needs.Conducting developmental needs assessments commensurate with the Company's goals.The Educational Assistance Program.Proposing policies and changes to existing policies and procedures to assure compliance with regulatory agencies, including but not limited to the Department of Labor (DOL), Equal Employment Opportunity Commission (EEOC), National Labor Relations Board (NLRB), and the Federal Motor Carrier Safety Administration.Maintaining contact with counterparts in the sponsoring companies in order to keep abreast of changes in wages and salaries, employee benefits, working conditions, contract provisions, as well as other personnel related areas.The administration of the Chemical Testing Program.The administration of the Service Award Program.Perform duties in accordance with all applicable federal and state safety laws and regulations, and all applicable company safety rules and operating procedures; when supervising others, assure that safe work practices are followed and conduct safety meetings; make suggestions for the improvement of the safety program and encourage others to do so.

Minimum Qualifications
Bachelor’s degree in human resources management, or other related discipline plus one or more years of related work experience
