Position Overview / Statement of Work
- The Office of Innovation and Technology and Department of Revenue IT unit are seeking an experienced Oracle E-Business Suite (EBS) DBA to lead the planning of an upgrade from Oracle EBS 12.1 to 12.2.
- The ideal candidate will have deep expertise in Oracle Database Administration, EBS architecture, and upgrade methodologies.
- This role involves analyzing the existing environment, the ability to clone the system with standard EBS tools and designing an upgrade strategy that will ensure post-upgrade stability and performance optimization.
Key Responsibilities
- Develop a comprehensive upgrade plan for Oracle EBS from 12.1 to the latest subversion of 12.2, including risk assessment and rollback strategies.
- Perform technical analysis, impact assessment, and design pre-upgrade validation to ensure a smooth transition.
- Determine impact to basis2 customer information/water billing system and factor into upgrade plan.
- Plan installation and configuration of Oracle EBS 12.2, including WebLogic, Fusion Middleware, and Online Patching (ADOP).
- Define optimization of the Oracle Database (if required) in alignment with EBS 12.2 compatibility.
- In collaboration with the Basis2 custom module's vendor, define code customizations and retrofitting as needed to ensure compatibility with 12.2.
- Design cloning, backup, and recovery processes to safeguard data during the upgrade.
- Create plan for troubleshooting and resolving performance, patching, and configuration issues post-upgrade.
- Work closely with functional consultants, developers, and business users to develop a comprehensive plan that ensures minimal disruption to business operations. The plan to include detailed technical choices (source constraints, target Database, target Operating System) and a feasibility assessment thereof.
- Conduct training and documentation for internal teams on new features and best practices.
Work activities and Essential Functions
Pre-Upgrade Planning & Assessment
- Conduct a system assessment to analyze the existing EBS 12.1 architecture, including database, application tier, and customizations.
- Evaluate system compatibility with EBS 12.2, including database versions, third-party software (including basis2 water billing system), and hardware.
- Perform a custom code impact analysis of basis2.
- Identify deprecated features, unsupported objects, and necessary modifications.
- Develop an upgrade strategy, including timelines, rollback plans, and resource requirements.
Environment Preparation & Cloning
- Define test environments (development, test, and UAT) required for the upgrade process.
- Create plan for cloning of the production EBS 12.1 environment to create a sandbox for dry runs.
- Create plan for upgrading the database to a certified version (e.g., Oracle Database 19c) as per EBS 12.2 requirements.
- Define required patches to prepare for the upgrade.
- Define a test plan to prepare for the upgrade.
Plan the components of executing the Upgrade Process
- Follow Oracle s 12.2 upgrade roadmap, including:
- Running Rapid Install for 12.2
- Applying Release Update Pack (RUP) patches
- Enabling Online Patching (ADOP framework)
- Execute data migration scripts and update metadata as required.
- Verify integrity of concurrent manager processes, workflow mailers, and business-critical integrations.
- Work with developers to define how to retrofit and remediate customizations impacted by the new architecture.
Plan Post-Upgrade Validation & Optimization to include but not limited to
- Conduct thorough functional and performance testing to ensure system stability.
- Optimize database and application performance, including SQL tuning, indexing, and JVM tuning.
- Validate patching functionality using Oracle s AD Online Patching (ADOP) feature.
- Perform cutover planning and execution for the final upgrade to production.
- Provide end-user support, documentation, and knowledge transfer to stakeholders.

Required Skills & Experience
Technical Skills
- 7 years of hands-on experience as an Oracle EBS DBA with expertise in versions 12.1 and 12.2 on the WINDOWS Server Operating System
- Strong knowledge of Oracle Database (11g, 12c, 19c), including RMAN, Data Guard, and performance tuning.
- Experience with Oracle EBS 12.2 upgrade processes, including ADOP (Online Patching), WebLogic, and Fusion Middleware.
- Proficiency in cloning, backup/recovery, patching, and migration of EBS environments.
- Strong knowledge of Windows environments, scripting, and automation.
- Hands-on experience with Oracle Applications DBA (AD utilities, AutoConfig, ADOP, rapid clone, etc.).
- Experience in customization impact assessment, and code remediation.
- Understanding of Oracle Security, Concurrent Processing, and Application Tier Architecture.
Highly Desired/Preferred
- Experience with Oracle performance monitoring, tuning, and optimization
- Ability to provide technical guidance to business and executive audiences in clear, concise, understandable, and actionable terms
