Contracts Officer
About the Position: The incumbent chosen for this position will, under general direction, develop and monitor contracts for services within the Department of Mental Health and Substance Abuse Services (ODMHSAS). Responsibilities include establishing and maintaining service contracts, assisting in the preparation and revision of contractor performance specifications, and evaluating funding applications, bids, and proposals for compliance with specifications. The incumbent will monitor contractor performance to ensure eligibility for payment, organize and maintain contract records, compose routine correspondence and reports, and provide guidance on departmental rules and applicable state and federal regulations. Additionally, the role involves developing and monitoring policies and procedures for contract administration, representing the agency at meetings, and assisting the Chief Procurement Officer with purchasing-related functions as needed. Other duties may be assigned to support departmental goals.

Levell II
- Three years of technical clerical work
- Two years of technical experience in contracting and/or procurement
- Or an equivalent combination of education and experience.
- Three years of technical clerical work
- Two years of technical experience in contracting and/or procurement
- Three years experience as a purchasing agent or buyer *one of which was in the employ of a government entity
- Or an equivalent combination of education and experience

About us: The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) is responsible for providing services to Oklahomans who are affected by mental illness and substance abuse. Multiple mental health and substance abuse programs are available to Oklahomans depending on everyone’s needs. Much of the treatment is coordinated through contracts with community treatment providers. The Program Enhancement division supports the programs and services through contracts with providers for services across the state and provides administrative support for grants that fund many of the programs and services.
