Role Title: Franz Anderson Tiny Home Village (FATHV) Program Manager (“FA Program Manager”)
Pay: FTE Salaried at $72,000
Benefits: Eligible for medical, dental, vision, and life insurance following 30 days of employment; eligible for sick, vacation, and holiday leave.
Hours: Regularly expected schedule of Sunday-Thursday from 6:00am-2:30pm (includes 30-minute lunch break). This role will include being “on-call” for irregular shifts outside of this time, to provide over-the-phone guidance, approximately 12 weeks per year. Working outside of scheduled hours can be expected on occasion for meetings, trainings, events, shift coverage, and other required work-related activities.
Location: This position will require working primarily out of the Franz Anderson Tiny Home village in Olympia, WA and will require office/desk-based work, as well as front-facing, “on the ground” coordination and direct service at the village. In addition, this role may expect necessary, but limited, local travel and working out of other professional/community locations in the area, such as other OlyMAP office spaces, public venues, parks, schools, places of business, other provider locations, government buildings etc. This position will also require working outdoors day-to-day as the village is not housed entirely indoors. Working outdoors may expose workers to cold or inclement weather/the elements.

OlyMAP is an Olympia-based nonprofit whose mission is to support equitable access to safe, just, and warm places to call home for people experiencing unsheltered homelessness in Thurston County.
Project Summary
The WA State Rights of Way (RoW) Safety Initiative is a state-funded program aimed at assisting individuals living unsheltered or in camp communities on I-5 RoWs in connecting to shelter, housing and other resources/services. One of the primary goals of the program is to assist individuals living in these areas in transitioning to temporary and/or transitional shelter and housing. One of the shelter/housing options currently funded through the WA State RoW Safety Initiative and available for houseless individuals living on state RoWs is the Franz Anderson Tiny Home Village (FATHV). The FATHV, a 50-unit village for houseless single adults and couples without children, is operated by OlyMAP and has shared bathroom/shower/laundry/kitchen facilities on-site.
The village is staffed and operated 24/7 and is expected to be operational for at least 3 years, with the goal of transitioning all individuals living in the tiny home village to appropriate housing options, including permanent supportive housing that will be built nearby over the next few years. On-site services include but are not limited to: site support/management, supported self-governance services, case management, harm reduction services, resource/service connection.
Role Description

Role Summary
The Franz Anderson Program Manager oversees, manages, and supports coordination of daily operations at the Franz Anderson Tiny Home Village, ensuring that operation is in alignment with all OlyMAP policy, OlyMAP’s mission, values, and philosophies, and in keeping with OlyMAP’s contractual requirements with stakeholders. This role holds crucial job functions that support the program such as managing program staff, meeting program participants’ needs, managing resources, finances, contracts, IT, and facilities, serving as a point of contact for stakeholders and neighbors, and supporting overall program operations and development. The Program Manager must be detail-oriented, strategic, proactive, demonstrate strong attendance and the ability to be on-site consistently during scheduled hours, and possess strong organizational and leadership skills. Additionally, the Program Manager must be an excellent collaborator comfortable with working as part of a unified leadership team to ensure the successful operation of the FATHV.
This role is directly supervised by the Shelter Program’s Supervisor (SPS), with occasional reporting responsibilities to other members of the OlyMAP leadership team, up to the Executive Director.
The FA PM provides direct supervision and support for the program’s three Program Assistant positions, the Site Support Program Assistant, the Care Navigation Program Assistant, and the Fill-in Program Assistant. The FA PM is also expected to support program assistants with supervision of other program staff, as needed. The FA PM may delegate some of their responsibilities/tasks as needed and as appropriate to program assistants or frontline staff; however, as the manager of the program, they are the primary person responsible for maintaining the bottom-line and ensuring all responsibilities are satisfactorily completed. Consistent communication, collaboration, and teamwork is an essential part of this role.
All job responsibilities and duties of the FA PM must be carried out in accordance with OlyMAP policy and procedures, mission, values, and philosophies, and in accordance with all contractual obligations. In the instance that OlyMAP policy or procedure does not cover a necessary job duty, all OlyMAP employees are expected to center OlyMAP values and comport themselves responsibly, ethically, and using good judgement.
Franz Anderson Program Manager Core Responsibilities
- Oversee Daily Operations: Manage day-to-day needs of the FATHV, collaborating with partners, staff, and participants to ensure smooth operations, quality service, upholding of expectations, and compliance with OlyMAP policy, procedure, and contractual obligations. This includes on-the-ground interactions with participants and frontline staff, de-escalation, crisis management and requires leading by example and being reliably present for expected job duties. The FA PM must lead by example as required by being able and willing to perform all functions of all FATHV staff when it is needed to teach, train, and otherwise support the healthy operation of the FATHV.
- Address and Resolve Issues: Uphold program relationships with stakeholders, including village neighbors, contract holders, contractors, and other partners, and address concerns or conflicts, by serving as a primary contact for stakeholders and ensuring effective, consistent communication and appropriate collaboration.
- Supervise Staff: Provide ongoing supervision, support, and training for program staff, including day-to-day supervision and oversight of job tasks and completion, overseeing the management of schedules and PTO requests, facilitating conflict resolution, and navigating HR concerns within OlyMAP’s accountability & justice policy.
- Provide On-Call Support: Participate in a rotating on-call schedule to assist staff with crisis support, policy interpretation, and coordinating or providing in-person shift coverage. Scheduled on-call shifts include days, nights, and weekends.
- Oversee Data Management: Ensure accurate and timely completion of all data requirements, both as required from the FA PM and from all staff they supervise, including participant files, i.e. case notes, HMIS, Ragic, etc., staff reports, i.e. communication logs, tracking logs, incident reports, visitor logs, shift checklists, etc., and administrative documentation, i.e. HR documentation, contract documentation, annual reports, etc.
- Maintain Site Security & Safety: Oversee maintenance and security, ensuring timely repairs, site hygiene, facility management, and the development, creation of, and adherence to safety protocols. Assist staff in holding residents accountable for behavior or actions that are outside of community agreements and/or are harmful including the consistent, timely creation, or assisting in the creation, and presentation of resident violation notices per OlyMAP policy.
- Manage Program Budget: Collaborate with relevant leadership team members to develop, manage, and allocate the program budget, streamline procurement of all necessary items and services, and ensure efficient use of resources.
- Develop Program Policies: Collaborate with relevant leadership team members to create and implement policies, procedures, and training for continuous program improvement.
- Support Program Growth and Development: Participate in and coordinate relevant program development, events and meetings, both internal and external, i.e. facilitating the development of the Neighborhood Advisory Council, seeking funding opportunities, conduct regular risk assessments, identify program challenges and barriers and lead strategic planning to address them etc.
- Meeting facilitation and participation: FA PM will represent FA at both internal and external meetings relevant to the program, unless otherwise delegated (i.e. weekly leadership team meetings, meetings with the City of Olympia or other project stakeholders, Neighborhood/Neighborhood Advisory Council meetings, weekly RoW/ERP meetings etc.). The FA PM will also be expected to participate in and/or facilitate FA Community Meetings at least once per month, to facilitate and prepare for FA all staff meetings and support Program Assistants in planning for and facilitating other staff meetings.
- Other Duties as Assigned or Occur: As a leadership role, it is expected that the FA PM role operates with a reasonable anticipation of job elasticity. The FA PM will, on occasion, be responsible for performing the expected job duties of any role that they supervise and for undertaking other tasks assigned by their supervisor(s).
Minimum Qualifications
- 2 years minimum experience in management and supervising a team with multiple staff.
- Demonstrate an ability to support and practice a trauma-informed, harm reductive, culturally humble, non-judgmental, and compassionate approach to supporting people experiencing homelessness.
- Ability to work in non-traditional settings and unstructured environments, such as during outreach to encampments or other community locations
- Ability to work both independently and interdependently within a team.
- Detail-oriented and ability to perform responsibilities and data entry and documentation tasks with a high level of accuracy, consistency, and reliability.

Desired (not required) Qualifications
- 2 years of experience working in homeless, housing and/or other social services or another field that requires comparable skills (ex. property management, service industry, health industry etc.)
- Lived experience with homelessness, housing insecurity, substance use, behavioral health challenges or other lived experiences relevant to program/role.
- Strong understanding and knowledge of social services and homeless resources in Thurston County.
