Job Function
This position manages purchasing and contracting functions for the Omaha Housing Authority in accordance with the Department of Housing and Urban Development and other applicable regulations and policies. This includes developing and implementing procurement policies and procedures; contract preparation and administration; preparation and management of solicitation activities; and management of vendor relationships. This position may receive guidance from OHA’s Legal and Finance departments regarding procurement matters.
Essential Functions
Develop, implement, monitor, and document the use of policies and procedures that facilitate the efficient operation of OHA's procurement program, and comply with all applicable federal, state, and local regulations. Consult with OHA's legal, finance, and other staff to ensure compliance.Create and maintain files and logs to carefully document all procurement activities. Maintain a system of internal controls and reporting. Respond to inquiries and prepare reports for other OHA departments, the Board of Commissioners, and appropriate external entities.Serve as OHA's technical expert on purchasing and contracting matters. Monitor and communicate changes in procurement regulations and methodologies. Providing training and technical assistance to OHA staff.Maintain the confidentiality and integrity of OHA's procurement processes.Maintain a detailed record of contract activity. Monitor expirations, renewals, changes to terms and conditions, and contract spending levels to ensure continuity of service and regulatory compliance.Recommend amendments, renewals, and new contracts as appropriate.Prepare, modify, review, and approve documents such as contracts and amendments. Facilitate document execution by the appropriate signatories.Assist in the negotiation of contract terms, conditions, and costs.Ensure the appropriate level of notification and approval from OHA staff and / or the Board of Commissioners in connection with procurement activity.Provide general oversight of solicitation tasks and processes at all phases, including determining the appropriate solicitation type, preparing documents, advertising and vendor outreach, responding to inquiries, evaluating bids and proposals, awarding work, and corresponding with OHA staff and prospective bidders.Assist OHA staff in developing specifications and scopes of work in line with agency needs, industry standards, and regulatory requirements. Research and evaluate possible sources of goods and services.Schedule and facilitate solicitation events, including pre-bid / pre-proposal meetings, site visits, bid openings, and evaluation committee meetings.Build and maintain a robust network of vendors and suppliers through outreach activities, market research, and attendance at local and industry networking events. Educate current and prospective vendors about OHA's procurement program.In cooperation with other OHA staff and departments, monitor vendor performance to ensure compliance with applicable contracts, regulations, and industry standards. Assist in resolving disputes between suppliers and OHA departments regarding quality, cost, and delivery of goods and services.Monitor vendor compliance with bond (including bid, performance, and payment bonds), insurance, and licensing requirements. Assist in the setup and processing of vendor payment applications (“pay app” / AIA billing) including any required retainage.Monitor and document OHA's compliance with internal and external MBE, WBE, DBE, and Section 3 requirements. Provide training and education to OHA staff and vendors to facilitate participation and compliance. Gather and analyze data to meet periodic reporting requirements.Ensure OHA's compliance with Davis Bacon and other prevailing wage requirements, including by researching wage decisions, coordinating field interviews (HUD Form 11), analyzing certified payrolls for discrepancies, and preparing periodic reporting (such as HUD Form 4710).Perform other duties as assigned.Qualifications
Bachelor’s degree with major course work in Business Administration, Finance, or related field preferred. Minimum of five years of management experience in the areas of procurement or finance, or any combination of education, training, and experience that provides the required knowledge and abilities.Knowledge of the rules, regulations, and laws regarding procurement, including specific HUD, federal, state, local, and internal policies, procedures, and regulations related to procurement activity in a public agency context.Knowledge of the general operations and procedures of a Public Housing Agency beneficial.Excellent written communication skills, including correspondence, memoranda, contracts, and other technical writing, with a focus on accuracy, clarity, and attention to detail.Excellent oral communication and presentation skills. Ability to explain data and concepts to individual or group audiences.Strong time management skills. Ability to successfully manage multiple competing priorities while adhering to deadlines.Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds. Conflict resolution and de-escalation skills.Will participate in relevant training opportunities and continuing education.Will possess and maintain a valid motor vehicle license. Will maintain a good driving record and be insurable under the OHA auto insurance policy.Working Conditions
Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises, and involves considerable public contact.Attend meetings at OHA sites, vendor offices, and other locations as necessary.Abilities
Ability to sit, stand and walk up to 100% of the time; to reach, stoop, squat, push, pull and type up to 60% of the time. Ability to move objects weighing up to ten pounds up to 33% of the time. The noise level in the work environment is usually moderate.
