Responsibilities

This position develops the corporate rate philosophy, rate design and analysis, cost of service studies, transmission tariffs, and embedded cost studies to support the District's corporate goals and objectives. Innovative pricing concepts and designs are developed and analyzed to respond to changing customer preferences and industry trends. A diverse background of the electric utility industry will be critical as the position leads a diverse group of internal stakeholders on the Pricing Working Group to ensure customer service, operational and technology attributes are appropriately considered in the pricing process. The Manager will be an extremely visible individual leading the internal and external education and stakeholder outreach required for a healthy pricing services program. A long term rate strategy will need to be formulated that adequately supports Senior Management and the Board of Director's vision of OPPD into the future.

  • Build and maintain a competent/capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines.
  • Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff.
  • Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc. (Completed Annually)
  • Oversee and lead the development and implementation of Individual Development Plans (IDPs) for High Potential Skip-level-Reports (SLRs)). Ensure designed plans prepare the individual to successfully assume work/role(s) as a direct report either within organizational scope or across departmental, divisional, or BU lines. (As Required)
  • Develop and maintain a set of staff performance metrics.
  • Reinforce, monitor and hold subordinate managers accountable for the effective application of OPPD's Manager Leadership Practices.
  • Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD/Financial Services Business Unit strategic objectives and to deliver desired outputs/assigned key accountabilities of the Corporate Planning Department.
  • Lead the analysis, and development of rate structures that align with the corporate rate philosophy and ensure electric service rates and charges are fair, reasonable, and nondiscriminatory.
  • Oversee the delivery of accurate cost of service studies to serve as a basis for the design of electric rate schedules for the various customer classes.
  • Lead the development of transmission tariffs for the District's wholesale and retail customers.
  • Lead the ongoing effort for load research to ensure the cost of service model and allocation methodologies is accurately assigning cost to cost causers.
  • Lead the development of pricing solutions for increasing levels of service that continue to evolve and change as a byproduct of evolving customer preferences while holding non participating customers financially harmless.
  • Provide pricing solutions for customers who want to share generation assets with OPPD.
  • Provide pricing solutions for customers or municipals who want to own solar generation assets.
  • Partner and collaborate closely with Product Development and Marketing.
  • Lead the 'Pricing Working Group' comprised of a diverse set of OPPD leaders.
  • Lead the development, socialization and approval of a long-term OPPD Rate Strategy.
  • OPPD's cost and revenue profile will be changing dynamically in the coming years and the development of a long term rate strategy will be critical in achieving the District's strategic aspirations.
  • A multi-year rate model will need to be development to ensure OPPD is on track with its strategic rate plan.

Qualifications

Required:

  • Bachelor's degree in finance, accounting, engineering or other business related area.
  • Excellent oral and written communication skills.
  • A working knowledge of the engineering concepts associated with the operation of an electrical utility system, pricing and rates design, as well as system design and operation.
  • Knowledge of Excel, Word, PowerPoint, Access, Cost of Service Models and other pricing applications.
  • Strong knowledge of evolving customer energy preferences and the ability to translate those preferences into rate structures enabling customers more energy solutions and maintaining sufficient cost recovery.
  • Working knowledge of data management, including database and spreadsheet applications, with the ability to develop and use complex models or quantitatively intense tools or specialized computer applications.
  • Ability to lead the pricing staff to adhere to the highest standards regarding the application of the cost of service model and record retention.
  • Ability to deploy a questioning attitude in the endless pursuit of changing customer preferences and pricing standards and the specific ability to properly incorporate the dynamic changes of the utility industry into legacy tools.
  • Proven ability to develop relationships and clearly communicate technical issues with internal and external customers in ways that can be understood by non-technical individuals.

  • Master's degree in business administration, finance, accounting, engineering, or related field.
  • Strong working knowledge of customer preferences and industry trends that affect pricing and customer demands.
  • Broad knowledge of the electric utility industry, including accounting practices and OPPD operations.
