Position Summary
As a Program Controls Analyst within the Distribution Program Management Office (DPMO) at Oncor, you’re responsible for project coordination, scheduling and resourcing oversight, budget forecasting, information streamlining, and internal/external reporting. Oncor’s DPMO holds responsibility for strategic long-range planning, monitoring and risk/issue management of the Distribution portfolio of capital projects.
With minimal supervision, you’re responsible for financial/data analysis in relation to the processes for overseeing all programmatic work and capital financials associated with each program/project for Distribution Operations. This includes the oversight of the annual capital budget and projections reported to senior leadership.
Key Responsibilities:
- Assist Program Controls Manager with oversight of the annual Distribution Operations capital financial plan and projections throughout the fiscal year.
- Responsible for financial/data analysis each month of current Distribution projects/programs and assist with annual and long-range financial planning for these projects/programs.
- Develop, own, and maintain processes needed within the Controls group to facilitate communication with program managers to accurately plan and project financial and production goals that are in alignment with overall operational goals.
- Responsible for overseeing all assigned project/programs current financial status as it relates to meeting established targets.
- Maintain and improve relationships/communication with various Oncor work groups to establish accurate reporting of capital spending, forecasting, and risk/issues management.
- Facilitate the development of desired future states Distribution capital program planning and support within Distribution Operations.
- Document essential workflow processes and develop financial models/calculators/tools for Distribution Operations to provide consistency across all Districts.
- Monitor monthly/annual established control requirements with other Oncor workgroups to support Distribution Operations overall goals.
- Support and review current work practices within the DPMO to track resource needs for all Oncor programs and report impacts to financial targets.
Skills:
- Strong written and verbal communication skills, ability to build strong relationships across cross-functional teams, and experience managing large programs or initiatives.
- Advanced knowledge of Microsoft Office programs; including Access Databases, Tableau.
- Knowledge and understanding of accounting standards and policies/processes.
Education & Experience:
- High School diploma, GED, or equivalent AND 3 years’ experience in project management in operations and/or management of program controls/finances with an electric utility distribution organization required.
- Will consider with bachelor’s degree in accounting, engineering, business, finance, and 2 years’ experience in project management in operations and/or management of program controls/finances with an electric utility distribution organization in lieu of above requirement.
- Applicants with Certified Public Accountant (CPA), Master’s Business Administration (MBA), Certified Managed Accountant (CMA), and/or Certified Financial Manager (CFM) are encouraged to apply.

Measure of Success:
- Successful management of distribution capital financial plan with ability to initiate, plan, execute, monitor, and control all programs across the portfolio.
- Ability to manage all program financials according to organizational goals.
- Support and maintain the DPMO controls & financial program reporting lifecycle and integration of long-term portfolio management capability for all distribution programs.
- Ability to build solid working relationships with all stakeholders to ensure successful and timely completion of all programs. Stakeholders include Distribution Operations, AIS (Asset Investment Strategy), Distribution Maintenance Strategy, Distribution Services, Performance Management, Distribution Planning, Financial Support, etc.
