Supplement Alternate KOAM
Oneida Technical Solutions LLC (OTS) is seeking an experienced Supplement Alternate KOAM to support a contract in Fort Belvoir, VA. This position is located at Fort Belvoir in Virginia and reports to the Senior Program Manager.
Salary range 100,000.00 to 120,000.00
Duties and Responsibilities:
- COMSEC Management:
- Assist the Government COMSEC custodian in managing the accounting, handling, storage, transfer, receipt, and destruction of COMSEC equipment and materials per relevant regulations.
- Prepare messages regarding Key Material (KEYMAT) for planning and contingency operations.
- Policy and Procedure Development:
- Collaborate with the Government COMSEC custodian to develop Standard Operating Procedures (SOPs) and support the planning of COMSEC programs and projects.
- Compliance and Risk Management:
- Investigate COMSEC violations, prepare reports, and recommend corrective actions.
- Conduct risk analyses of threats and vulnerabilities to information systems and implement mitigation strategies.
- Technical Support and Training:
- Provide technical assistance to users on COMSEC equipment operation and troubleshooting.
- Support the installation, configuration, and maintenance of COMSEC equipment while ensuring compliance with security protocols.
- Accountability and Inventory Control:
- Maintain accurate records of COMSEC materials and equipment, tracking usage and locations.
- Ensure that COMSEC devices are loaded with the appropriate electronic keys and manage keying material throughout its lifecycle.
- Collaboration and Representation:
- Represent the region in interactions with the National Security Agency and other agencies on COMSEC-related issues.
- Advocate for the acceptance of COMSEC findings and necessary recommendations.
- Emergency Response and Security Compliance:
- Respond to COMSEC-related emergencies, including equipment failures and security breaches.
- Follow strict security protocols for handling and safeguarding classified information and COMSEC materials.
- Inspection and Audit Support:
- Assist with local account inspections, audit preparation, and compliance with established protocols.
- Configure COMSEC property, issue keys, and oversee the destruction of keys as required.
- Additional Responsibilities:
- Receive, transfer, issue, and destroy COMSEC material per government directives.
- Maintain precise records for auditing, tracking, filing, and archiving COMSEC documentation.
- Serve as the Supplement Alternate KOAM and User Representative for Secure Terminal Equipment (STE) or similar devices.
- Maintain accountability for keying material from receipt to destruction and provide ongoing COMSEC operational support.
- Track the physical location and usage history of all COMSEC equipment and materials.
- Install, set up, and configure COMSEC equipment at multiple locations, ensuring operational readiness.
- Perform routine maintenance, troubleshoot malfunctions, and replace faulty equipment as necessary.
- Implement corrective actions based on audit and inspection findings to mitigate COMSEC-related risks.
Minimum Qualifications:
- Must possess and maintain a Top Secret security clearance (SCI eligibility).
- Security certification must be obtained within six (6) months of onboarding.
- Strong understanding of COMSEC principles, methods, systems, and procedures relevant to communications security.
- Excellent verbal and written communication skills, with the ability to interface effectively with senior management.
Preferred Qualification:
- Certification in Key Management Infrastructure (KMI), Management Client (MGC), Security , COMSEC Account Manager (CAM), and Local COMSEC Management Software Course (LCMS).
