Job Description

The Airport Operations Specialist is an important team member that ensures Albert J. Ellis Airport (OAJ) is safe and efficient by performing operations and airfield maintenance functions, as well as Airport Rescue and Firefighting (ARFF) duties. Duties include maintaining and inspecting airfield grounds and facilities; performing ARFF duties, which include controlling and extinguishing fires and rescuing persons endangered by aircraft accidents; will ensure the safety of our users at OAJ by complying with the requirements of the Federally mandated Airport Certification Manual and Airport Emergency Plan. May respond to vehicle accidents, hazmat incidents, and perform related work as apparent or assigned. Work is performed under the close supervision of the ARFF Captain. Must bring a positive attitude and a willingness to serve the tenants, passengers, and team members at OAJ.

Position Responsibilities

  • Performs services and activities supporting airport operations to include maintenance and Airport Rescue Fire Fighting (ARFF) in observance of FAA and TSA related regulations.

Ensures compliance with Federal Aviation Regulations 14 CFR Part 139, the Airport Certification Manual, the Airport Emergency Plan, the Wildlife Hazard Management Plan, as well as other federal and local regulations. Provides training to others on related topics.

Performs maintenance work on the grounds, runways, parking lot and buildings; performs perimeter check, runway inspection and repair of runway lights; perform maintenance on various equipment associated with grounds maintenance.

Repairs runway lights and various pieces of equipment, as needed.

Manages aircraft rescue and firefighting operations and responds to emergency calls. May serve as the initial incident commander and coordinate the response efforts of others to natural or manmade disasters. .

Prepares and develops plans for emergency situations; coordinates and / or conducts emergency response training programs for airport personnel at basic and advanced levels including firefighting, first aid, emergency rescue and hazardous material response.

Inspects airport facilities to determine general condition, fire hazards and fire protection, and compliance with Airport and County policy; performs periodic inspections of all fire equipment and apparatuses on the assigned shift and prepares written inspection reports and recommendations for administration review.

Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.

Undertakes assigned special projects and performs related tasks as required.

Qualifications

Knowledge of 14 CFR Part 139 regulations is preferred. General knowledge, or a willingness to learn the principles of emergency and ARFF response, the principles and techniques of emergency care; general knowledge of equipment and supplies employed in the emergency care of patients and victims of accidents; Experience with or a willingness to operate heavy equipment such as tractors, dump trucks, or front-end loaders. Ability to communicate verbally and in writing effectively; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with leadership, teammates, tenants, the general public; and the ability to keep records and prepare reports.

Physical Requirements

This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting, frequently requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling and repetitive motions and occasionally requires tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and / or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and / or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), working with explosives, exposure to vibration and wearing a self-contained breathing apparatus; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Education, Experience, and Special Requirements

High school diploma or GED and coursework in Emergency Management, Firefighter Training, Aviation Management, or related field, with experience in airport operations, firefighting, grounds / facility maintenance preferred or equivalent combination of education and experience.

Required :

  • Must possess or successfully complete within 90 days of hire an FAA approved basic ARFF class or equivalent training.
  • Must possess or be able to obtain within 6 months of hire the North Carolina Pesticide Applicator's License.

    Must be able to successfully pass and maintain a security background investigation to obtain and maintain security credentials as required by the TSA.

    Valid driver's license.

    North Carolina Local Governmental Employees' Retirement System

    Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

    NC401k

    The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%.

    Vacation Leave

    Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.

    Sick Leave

    Regular full-time employees earn 12 days of sick leave per year.

    Paid Holidays

    County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

    Teladoc Mental Health Services

    The County provides Teladoc Mental Health Services to help employees and their families with personal, family and job-related problems such as depression, and substance abuse concerns.
