DETAILED SUMMARY:
Provides accounts payable and payroll processing support to ELAFS department of 190 staff, including 18 preschool classrooms, three remote location offices, and a central kitchen. Creates and maintains fiscal data gathering, reporting and filing systems for ELAFS programs funded by local, state and federal agencies, totaling about $25 million/year. Assists with contract compliance for all funding sources. Maintains a working knowledge of accepted accounting practices, federal Head Start performance standards, state ECEAP standards, and agency/department policies and procedures.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Attends monthly reviews of program budgets with fiscal and ELAFS management staff.
- Develops and maintains internal systems for reporting to ELAFS and other agency staff, OC Board and Policy Council.
- Reviews, codes, scans and enters A/P invoices, receipts, reimbursements and travel advances into Intacct accounting system. Maintains hard copy and digital filing system for audit documentation.
- Supports payroll set up for new and existing staff in Sage OTS program and acts as liaison to fiscal payroll staff. Reviews bi-monthly payroll report for coding accuracy.
- Tabulates USDA meal counts from classrooms for review and enters reimbursement claim to OSPI WINS website.
- Enters transactions, monitors and reconciles about 16 ELAFS agency credit card accounts.
- Enters transactions, monitors and reconcile revolving credit accounts, such as gas, Amazon, Office Depot, Sysco, US Foods and Walmart.
- Updates ELAFS forms annually or as needed, and provides management with program reference material.
- Tabulates month-end mileage and postage data for reporting to fiscal.
- Prepares fund requests, monitors and reconciles about 12 petty cash funds.
- Supports fiscal in tracking Non-Federal Share dollars.
- Provides timely support to agency fiscal staff and internal/external auditors as needed.
- Acts as liaison between ELAFS and agency fiscal staff.
- Other duties as assigned.
BILINGUAL POSITIONS ONLY:
Specialize in providing services to clients and families who speak a language other than English as a primary language. May occasionally be asked to support with translating/interpreting a language other than English to assist potential or current clients.
EDUCATION, EXPERIENCE, TRAINING REQUIREMENTS:
1. Minimum high school or equivalent
2. Two years related postsecondary education preferred
3. Minimum of three years of relevant experience
4. If hiring for a bilingual position. Must be able to speak, read, and write with proficiency and fluency in the required language.
SKILLS AND ABILITIES REQUIRED:
- Ability to develop internal methods, procedures or systems for providing information to program managers and other agency staff.
- Outstanding communication skills; ability to understand, interpret and discuss budgets, grants and accounting procedures with others, explaining terminology or concepts specific to accounting practices.
- Demonstrated ability to develop, process and track accounts payable and other basic fiscal task in support of a large division or department.
- Strong interpersonal skills to interact positively with staff at all levels within the agency.
- Ability to meet deadlines and maintain accurate and complete records.
- Computer experience with PC (Microsoft), including proficiency in Excel, Word, Teams, Outlook and accounting software, and equipment such as scanners, printers, and calculators.
- Ability to manage a large volume of email and documents transmitted by email.
- Must be self-motivated and able to work independently with minimal supervision using effective time management, planning and organizational skills.
- Ability to multi-task.
- Ability to perform routine accounting tasks and data entry with accuracy and attention to detail.
- Ability to establish priorities in a fast-paced work environment.
- Ability to maintain confidentiality of sensitive accounting, personnel, and payroll data.
ADDITIONAL REQUIREMENTS UPON HIRING:
1. Initial health examination indicating you are fit for duty and free from communicable disease within 60 days of hire. Medical checkups are required every two years thereafter.
2. Completed TB test results must be submitted to HR prior to hire date.
3. MMR vaccination record must be submitted to HR prior to hire date.
4. Criminal record check (Portable Background Check through DCYF) to ascertain that the applicant has not been convicted of a child abuse or neglect offense per Washington State Child Abuse Law (Ch. 486, Laws of 1987) or DSHS licensing requirements.
ESSENTIAL EMPLOYEE:
Remote Essential: This position is an essential employee who ensures the continuity of critical functions and business operations at Opportunity Council and will be expected to work remotely even if Opportunity Council is otherwise closed for services and operations due to weather, public health emergency, or similar events.
WORKING CONDITIONS:
Work is performed in a fast–paced office environment with frequent interruptions and occasional crisis situations. Travel also includes attending local and statewide level meetings. Majority of work centers on client services and procedures that require a high degree of confidentiality, tactfulness and respect for clients from a diversity of economic and ethnic backgrounds. All job duties are completed while following the current Opportunity Council COVID-19 safety guidelines.
