Job Duration 6 Months Contract to hire

POSITION SUMMARY: Provides project management services for medium to large size information technology projects with mid-range cost, complexity, duration and risk exposure. Coordinates schedules and activities of others engaged in the planning, analysis, design, construction, testing and implementation of complex information technology systems. May provide advice and counsel to less experienced project leaders on project methodology and processes.

REQUIRED COMPETENCIES:

Advanced In-depth understanding of the required competencies and demonstrated, with some expert skills and abilities sufficient to successfully apply them under limited supervision in multiple situations.

Advanced knowledge of:

  • Information systems analysis and design principles, practices and techniques.
  • Project management principles, practices, techniques and tools.
  • Complete understanding of require technical resources required for successful implementation of technology projects.
  • Installation of information technology systems and infrastructure, major software systems or wireless communication systems.
  • Implementation of Cloud and Saas solutions to meet technology project needs.
  • Statistical analysis and related tools.
  • Process improvement concepts. Organizational techniques.
  • Project Management Institute (PMI) Project Management Book of Knowledge (PMBOK).
  • Agile project team techniques and methodologies.
  • Vendor contract negotiations.
  • Request for Proposal (RFP) and bidding processes.

Expert level knowledge of: Software development lifecycle (SDLC). Advanced skill in:

  • Interpreting customer input, clarifying objectives and evaluating project feasibility.
  • Estimating costs, duration and effort requirements for complex projects.
  • Developing and monitoring project plans, including schedules and budgets.
  • Using MS Project and other required software applications.
  • Using financial data, corporate scorecard information, and key performance indicators to support process performance.
  • Forecasting project resources and developing project budgets and projections.
  • Facilitating meetings, including using mediation and conflict resolution techniques.
  • Gathering, tracing and testing functional and technical requirements.
  • Testing application installations, enhancements and upgrades.
  • Writing RFPs, managing the bidding process and negotiating contracts.

Expert skill in:

  • Using the Technology Services change management process.
  • Applying expert level SDLC and software process engineering tools and methodologies to assignments.
  • Interpreting and translating statistical data into graphic representations.
  • Preparing and delivering presentations.
  • Managing vendor relationships. Advanced ability to:
  • Influence and motivate individuals and teams without organizational authority.
  • Lead and coordinate activities within and between project teams.
  • Learn and use sophisticated project management software, such as Primavera.
  • Dea1 with people, organizations, boards, regulatory agencies and manufacturers in a professional manner.
  • Deal with ambiguity and make decisions with limited information.
  • Exercise creativity and imagination in approaching assignments.
  • Quickly grasp new ideas and concepts.
  • Acquire and maintain basic knowledge of the business of and Technology Services products.
  • Research and acquire knowledge of developing information technology trends and emerging technologies, including cloud and Saas solutions.
  • Identify what issues need to be communicated and inform others. Expert ability to:
  • Set priorities and establish a systematic course of action to ensure accomplishment of objectives on time and within budget.
  • Work well within a team and assist others with their assignments.
  • Establish and maintain effective working relationships with internal customers.
  • Communicate effectively orally and in writing with users of varied backgrounds and experience.
  • Follow through with commitments.

EXAMPLES OF PROFESSIONAL WORK:

  • Consults with internal clients to analyze existing system capabilities, define user requirements, clarify or design technology solutions and establish project goals and objectives.
  • Evaluates customer requests for new or modified systems, subsystems, products and databases to determine feasibility, budgets, costs, time frames and compatibility with existing system capabilities.
  • Participates in developing alternatives to be included in cost and feasibility studies.
  • Creates and adheres to project budgets.
  • Develops project plans and assigns, schedules and coordinates the activities of others in all phases of project work, including facilitating project meetings.
  • Manages and administers project related contracts.
  • Identifies project deficiencies and risks; informs and escalates to a higher level, as necessary; and ensures that corrective action is complete.
  • Reviews work performance, costs and schedules to ensure desired productivity and service levels are achieved and work is completed in accordance with established policies, regulations and operating procedures.
  • Leads others in resolving operating problems and providing technical assistance and training to users on systems operations, changes and enhancements.
  • Approves and coordinates implementation of programs, products, job flows, subsystems and databases.
  • Interprets and translates statistical data and develops graphic representations of trends and projections, interpretative reports and recommendations.
  • Gathers and organizes information and develops presentation materials for periodic management reviews.
  • Promulgates and enforces technical and procedural standards for efficient systems operation.
  • Ensures design of new systems meet or exceed the Service Level Agreement (SLA) agreed to with business.
  • Recommends options for use and integration of information systems and technology to process organizations.
  • Performs some research and study of developing trends and emerging technologies and identifies potential use in project management.
  • Resolves escalated problems, responds to new and unusual situations and recommends solutions to systemic problems.
  • Participates in ongoing training to continuously upgrade technical knowledge and skills.
  • Performs other job-related tasks as assigned.

PERSONAL CONTACTS:

Regular contact with internal customers is required to influence or motivate individuals/teams to achieve common goals, exchange information and comply with established policies and procedures.

OPEN REQUIREMENTS:

Bachelor Degree in information technology, engineering, communications or related discipline and five (5) years of professional experience in project leadership.

OR

Nine (9) year combination of education, training and experience in project leadership.

LICENSE/CERTIFICATION/REGISTRATION:

A valid driver's license is required prior to employment and must be maintained during employment in this classification.

PMP Certification or the ability to obtain certification within one (1) year of employment.

8 years of education and/or experience in technology programs and projects, application implementations and hardware implementations and installations, stronger background understanding information security
