OCDE is seeking a knowledgeable and dedicated individual to serve as Manager, District Systems Support (Human Resources/ Payroll). The selected individual will lead the Human Resources/ Payroll support team responsible for application support services provided to Orange County school districts as well as the Orange County Department of Education. Application services include district human resources, payroll, time and attendance, and related services. This position will evaluate application implementations, provide management assistance, and analyze processes and services for school districts, community colleges, and the county office. The Manager, District Systems Support (Human Resources/Payroll) will provide consultation regarding the use and application of information systems. They will select, train, supervise, and evaluate assigned personnel. Other responsibilities will include strategic planning, identify resource needs, establish schedules, and methods for providing specialized services. Assist in the design, planning, and implementation of large-scale Human Resources/Payroll applications or systems. The person selected will also, coordinate/facilitate district advisory meetings and make presentations to districts staff. This role requires full-time, on-site presence. Remote or hybrid work options are not available. The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students.
In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
• Bachelor’s degree from an accredited college or university with major course work in accounting, finance business, public administration, information systems, or a related field.
• Five (5) years of responsible professional experience in application support within the area of human resources or payroll.
Salary : $10,282 - $12,526
