Job Description
General Functions
This role is responsible for the management of the Division’s professional services contracts for roadway corridor/areawide infrastructure capacity/safety improvement studies, term contracts, intergovernmental and external transportation agency agreements, Concurrency Management System maintenance, Comprehensive Plan and Ordinance updates related to the Transportation Element, Transportation Impact Fees, transportation modeling and simulations related to the Capital Improvement Program and development permitting, grant writing and adherence to state and local standards. Work is performed with independence and the position reports to the Transportation Planning Division Manager. The work is evaluated by timeliness, compliance and effective delivery of the projects.
Representative Duties/Assignments
- Responsible for scoping development, procurement and management of professional services contracts for roadway corridor and area studies including contract task scheduling and monitoring, review and approval of prime and sub-consultant reports, invoicing and work products. Includes senior level administration and commissioner briefings with presentations leading up to public workshops and hearings.
- Represents the Manager in coordination between intergovernmental and external transportation agencies including FTA, LYNX, FDOT, FDOT-Turnpike, CFX, MetroPlan Orlando, OIA and municipalities. These interactions require an advanced understanding of County policies and technical standards.
- Responds timely to inquiries from the Mayor and Administrator's office, the Commissioners, citizens, outside agencies and County staff. The responses include advanced technical research, completing public records request protocols and coordination with the Communications Office and Public Works PIO to develop and deploy website content, social media content, mass mailing of project status newsletters and fact sheets.
- Responsible for maintaining a Concurrency Management System and repository for the Annual Traffic Count Program and committed vehicular trips.
- Responsible for managing the Impact Fee Committee and updating Transportation Impact Fees and Ordinance.
- Responsible for timely responses to development submittals through the Land Development Management System.
- Responsible for updates to the Transportation Element based on Federal and State legislation changes, changes in County policies and research performed on emerging transportation modes and technology.
- Assists the Manager in budgeting for the Division which includes monitoring computer replacement cycles, software needs, miscellaneous equipment, estimating costs for upcoming projects, estimating costs for training and travel.
- Responsible for supervisory duties including planning, managing and evaluating performance of staff. Recommends selection of new hires and assistance with disciplinary actions of employees.
- Performs manager related duties and other duties as assigned
Minimum Qualifications
Bachelor's degree from an accredited institution in Public Administration, Communications, Urban Planning, Geographical Information Systems or closely related field and minimum five years progressively responsible experience in public procurement, including two years of supervisory responsibilities.
Preferences
Experience conducting FDOT’s Project Development and Environmental studies or similar transportation infrastructure programs, implementation of Comprehensive Plan amendments, management of Concurrency Management Systems, working knowledge of FDOT’s Local Agency Program, advanced data and graphic software manipulation utilizing the Microsoft Office Suite, ArcGIS, AutoCAD and the LDMS/AMANDA Permitting System
