Job Description

General Functions
This position performs paraprofessional and administrative support human resources work. Provides a wide range of human resources support service in Human Resources (HR) Administration. Work is performed under the general direction of a HR Advisor or Sr. HR Advisor. Performance is evaluated for accuracy, efficiency and results achieved.

Representative Duties/Assignments

  • Ensures consistent application of Orange County and Human Resources' vision, policies, key strategic initiatives, and compliance with all federal, state, and local laws, rules, and regulations related to Human Resources.
  • Supports day-to-day HR operations, including audit and records management services.
  • Performs pre-audit and processes bi-weekly payroll.
  • Conducts periodic audits of records and transactions in PeopleSoft and Kronos.
  • Initiates audits for Employee Change Notices, including payroll actions for new hires, promotions, reassignments, terminations, salary changes, etc.
  • Responds to payroll inquiries regarding Employee Change Notices and timecard-related concerns.
  • Provides information to department management and employees regarding pay plans, ranges, salary rates, policies, and procedures.
  • Maintains (paper and electronic) HR files related to staffing, position vacancies, reclassifications, training attendance, and personnel actions, following proper records retention guidelines.
  • Acts as a liaison between employees, departments, and the Payroll Department to resolve employee issues and questions.
  • Tracks time and attendance.
  • Reliably initiates and completes work assignments/projects.
  • Assists with the implementation of Union Contract changes.
  • Performs other related duties as required.


Minimum Qualifications

Associate's degree from an accredited institution and one year of human resources experience; or An equivalent combination of relevant education or experience on a year for year basis.

Preferences

Knowledge of applicable federal, state, and local laws, regulations, and rules related to human resources and payroll operations.

Experience in processing and managing Workforce Central (KRONOS) or other automated time and attendance systems.

Knowledge of PeopleSoft and/or HCM-related products such as Workday, Oracle, and UltiPro.

Intermediate level proficiency with Microsoft Office applications, including Word, Excel, Access, and Teams.

Pay Grade: 013 - From $20.88 to $27.14
