The Orange County Tax Administration Department has an opening for a Temporary Revenue Technician II. An employee of this class is primarily responsible for researching delinquent accounts and preparing documentation for the Deputy Collector to pursue collection, and taking tax payments from clients and applying to the appropriate account while providing excellent customer service.Work is performed under the general supervision of the Deputy Collections Manager with some leeway to exercise limited independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding needs and requests. Supervision is not a responsibility of this class. Does related work as required.This would be around a six-month term with a tentative start date in March.*Background Check is required.

Examples of Essential FunctionsFollowing are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. Accepts tax and other revenue payments received in the Tax Administration department and handles the daily functions of the cashiering area. Posts payments received by mail, lockbox and dropbox including legal action payments. Performs research to obtain information on delinquent taxpayers (i.e. all tax bills, current and previous names, payments received, verifies delinquency, status of previous garnishments, changes in ownership, if living or deceased, current wages, payments received via checks for banking information, housing or daycare subsidies and/or escheats).Prepares files on delinquent accounts for the Deputy Tax Collector to initiate and/or continue garnishments, liens, levies or bankruptcies; information includes, but is not limited to, all personal property listed, all business property listed, and all research completed. Receives legal actions issued by Deputy Tax Collector after collection action has been taken on delinquent accounts; files the documents and attaches proof of certification and any/all payments that have been received on the account. Works with the Financial Services Department to monitor employee voluntary deductions and wage garnishments. Balances the cash drawer on a daily basis; researches and reconciles balance discrepancies. Processes returned mail and tax bills; researches returned mail for updated address or personal information, and updates files or flags as “undeliverable”. Issues Mobile Home Moving Permits and releases blocks on license plates after taxes have been paid in full. Researches the NC Alcoholic Beverage Control Commission (NC ABCC) website to verify status of existing businesses in Orange County and ensures all new businesses have obtained a license for beer and wine sales in compliance with beverage license processes; mails a billing notice if not listed and reports non-compliance to NC ABCC. Performs research to locate new businesses, and manages records for current businesses. Issues Beer and Wine Licenses after collecting fees; maintains records of batch totals and dates. Works at the front counter weekly; accepts payments toward taxes due or in delinquency from the general public and applies to the correct account including any necessary notations; flags delinquent accounts and works with taxpayers to arrange payment plans; includes all necessary information for recording purposes; explains payment policies to taxpayer and all applicable fees; verifies checks are good prior to taking for payment; and provides receipts for payments; notifies the Deputy Tax Collector of all payments toward delinquent accounts; issues any refunds due; provides assistance to the Revenue Technician I’s. Answers, assists and forwards incoming calls to the appropriate staff member; performs clerical duties as needed. Maintains office supply inventory. Performs other duties as required.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDSMust be able to physically perform the basic life operational support functions of standing, sitting, pushing, walking, bending, pulling, stooping, kneeling, lifting, crawling, carrying, fingering/typing, grasping, reaching, talking, hearing, handling and repetitive motions of the hands and wrist.Ability to perform light work, exerting up to 10 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly move objects.Must possess the visual acuity to prepare and analyze data and figures, perform accounting and extensive reading, and operate a computer terminal. May be subject to possible hazards that include emotional stress due to the nature of interactions with clients, irate clients and/or family members who may be hostile, resistant or violent.
