MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS
The Research & Development Project Manager is responsible for coordinating construction projects from initiation to completion. This role includes planning project objectives, schedules, and resource allocations while collaborating with architects, engineers, contractors, and agency personnel. The Research & Development Project Manager conducts site inspections to verify compliance with safety regulations and quality standards, facilitates the planning process, maintains project documentation, and provides regular updates to stakeholders. #oj
MINIMUM QUALIFICATIONS AND ABILITIES :
- At least 18 years of age.
- Must be able to comprehend and communicate fluently in verbal and written English.
- U.S. Citizen or possess a current permanent resident card.
- Clean criminal history; any arrest history will be individually evaluated.
- No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
- Bachelor's degree (B. A. or B. S.) or higher in Civil Engineering, Construction Management, or related field AND three (3) years related experience in project management, engineering and commercial construction.
- If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows :
- Two (2) years of direct experience for an Associate Degree
- Four (4) years of direct experience for a Bachelor's DegreeSix
- Six (6) years of direct experience for a Master's Degree
- Must have a valid Florida driver's license. Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving an agency vehicle. Use of agency vehicle would require appropriate driving history and passing agency biennial driver's physical exam.
- Ability to plan and coordinate all phases of agency construction projects, including project initiation, planning, execution, monitoring and completion.
- Ability to establish project objectives, scope, and deliverables with stakeholders to align with agency requirements.
- Ability to develop project schedules, and resource allocations to verify cost efficiency and timely delivery.
- Ability to coordinate with management to review and provide recommendations for the following : budget allocation, planning processes, bid evaluations, contract negotiations and vendor selection. Additionally, assists and provides feedback to management on the project budgets, control costs, and evaluate change orders.
- Ability to conduct regular site inspections to evaluate project progress, identify risks, and confirm compliance with agency safety protocols and regulatory requirements.
- Ability to verify compliance with safety regulations, legal requirements, local building codes and prioritizing a safe working environment for all involved.
- Ability to maintain construction project documentation, including contracts, permits, drawings, and change orders
- Ability to provide thorough project evaluations and assessments to identify areas for improvement, implement necessary corrective measures to include project milestones, budget updates, and any significant developments or risks.
- Ability to lead and guide project team while fostering a collaborative and high-performance work environment.
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
