Starting salary: $60,819/yr - $93,412/yr.  Starting rate of pay may vary based on factors including, but not limited to, education, training, and/or experience.
Completes full cycle accounting functions and maintains daily financial transactions within the agency. Assists as support staff for Accounts Payable, Accounts Receivable and Travel Reimbursement sections of Finance, when applicable. #oj 

Minimum Requirements
  • At least 18 years of age.
  • Must be able to comprehend and communicate fluently in verbal and written English.
  • U.S. Citizen or possess a current permanent resident card.
  • Clean criminal history; any arrest history will be individually evaluated.
  • No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
  • Bachelor's Degree (B.A. or B.S.) in Accounting, Finance, Business Administration or related field AND two (2) years relevant experience OR an equivalent combination of education and experience. Related experience to include the following: payroll, finance, grants, and/or procurement experience.
  • If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
  • Two (2) years of direct experience for an Associate Degree
  • Four (4) years of direct experience for a Bachelor's Degree
  • Six (6) years of direct experience for a Master's Degree

  • Ability to interpret the financial position of the agency through maintained and summarized reports of agency financial information. 
  • Ability to monitor cash flow and reporting issues to the Comptroller. 
  • Ability to prepare bank reconciliations documenting the revenue and expenses for all general and special revenue funds, making adjustments as necessary. 
  • Ability to maintain and/or establish revenue collection methods such as EFT/ACH, wires and credit cards. 
  • Ability to maintain records for all Local, State and Federal forfeiture and agency donation funds, as well as retention procedures and requirements for financial documentation.
  • Ability to complete several monthly and annual financial processes (i.e. determining excess fees to be returned to the county, etc.). Prepare financial documents for the annual audit, providing any documentation or samples when requested. 
  • Ability to prepare and submit financial reports to various entities (i.e. Florida Department of Financial Services). Prepare annual Internal Revenue Service 1099 tax statements. 
  • Ability to reconcile bi-weekly payroll numbers to general ledger, verifying payroll expenditures match bank cash outflows (i.e. secondary employment accounts), correcting any adjustments.
  • Ability to assist Fiscal Managers with special projects as required.
  • Ability to conduct an annual audit of financial activity for the Metropolitan Bureau of Investigation.
  • Ability to read, analyze, and interpret financial reports, Federal and State statutes, and legal documents.
  • Must efficiently respond to common payroll inquiries or complaints from employees and regulatory agencies. 
  • Ability to write reports, business correspondence, and procedure manuals. 
  • Ability to effectively present information and training to internal and external stakeholders. 
  • Must have intermediate mathematical skills to include the ability to add, subtract, multiply, divide, and understand the application of fractions, percentages, ratios, and proportions to practical situations.
  • Must have an advanced knowledge of financial principles and procedures.
  • Must be detail-oriented with proficient organizational skills and ability to prioritize work under tight deadlines. 
  • Must have intermediate computer skills to include word processing, spreadsheet, and database applications (i.e. Microsoft Word, Excel and PowerPoint). 
  • Must have advanced analytical skills and effective reasoning ability in order to solve practical problems and deal with a variety of concrete variables. 
  • Must also be able to interpret various instructions furnished in written, oral, diagram, or schedule form. 
  • Must have a comprehensive understanding of appropriate laws, codes, regulations, requirements, and standards pertaining to government purchasing processes.

PHYSICAL DEMANDS  

While performing the duties of this job, the employee is regularly required to use hands to handle, or feel; talk; and hear. The employee is frequently required to stand, walk and sit. The employee is occasionally required to reach with hands and arms, and to stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job includes close vision.

 

WORK ENVIRONMENT 

Work is generally performed in a standard office setting. The noise level in the work environment is usually moderate. Depending on assignment, may be required to occasionally work evenings and/or weekends.
