General Description: Serves as a staff engineering associate for plan review to implement Bonded Subdivision Plats for the County. Reviews and approves infrastructure work associated with Preliminary, Bonded, and Final Subdivision Plats. Reviews and approves Bond Estimates for Infrastructure to ensure proper funds are provided to the County for Bonded Projects. Reviews and suggests Ordinance Amendments to implement Bonded Plat Program. Works with consulting engineers to address deficiencies on plans and provide technical assistance on proposed and ongoing projects. Participates in individual meetings and conference calls with engineering consultants to discuss permitting requirements and analyze engineering design alternatives for compliance with regulations. Will provide technical assistance to help implement the County MS4 program when required by the State of South Carolina.Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.- Performs technical review of moderately complex projects (plans/plats) submitted for permitting under the Bonded Plat Program. Determines if the projects comply with appropriate regulations and permitting requirements by checking drawings, calculations, and engineering reports. Prepares approvals for regulated activities. Works with consulting engineers and applicants to address deficiencies on plans and provide technical assistance. Processes Bond Estimate Reviews and Notice of Terminations to close out permits.- Performs site inspections of infrastructure work (water, sewer, stormwater, and roadways) to ensure all bonded plat obligations have been fulfilled prior to Bonded Plat issuance.- Works with various County and State Agencies to gather all necessary permits for infrastructure installation such as Permits to Construct for Water and Sewage Disposal Services (issued by DES), encroachment permits (issued by SCDOT or County Roads and Bridges), approved Land Disturbance Permits (issued by DES), etc.- Provides research and input into to lay the foundation for creating a Land Development Division (MS4 Program) to ensure the County is ready for its creation upon hitting 100,000 residents in population.- Performs other duties and related work as instructed and assigned.Minimum Education and Experience Requirements: A bachelor's degree in engineering, architecture or engineering technology and three (3) to five (5) years of experience with Civil Engineering. OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.Preferred Qualifications: The education must qualify the applicant to become registered as a Level A Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and Regulations website found at: https://llr.sc.gov/eng/PDF_Files/LicensureQualificationInformationSheetExam.pdf (Download PDF reader).If the applicant is utilizing the ‘substantially equivalent education’ pathway, the approval letter from LLR must be final at time of application.Preference will be given to applicants with work experience and knowledge of the NPDES Stormwater permitting, civil engineering, bond estimate review, environmental permitting and knowledge of hydrology.Special Certifications and Licenses: Certifications preferred: - CEPSCI – Certified Erosion Prevention and Sediment Control Inspector preferred- CSPR – Certified Stormwater Plan Reviewer preferredPhysical Demands: Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.Unavoidable Hazards (Work Environment): • Involves routine and frequent exposure to: -Bright/dim light; Dusts and pollen.-Extreme heat and/or cold; Wet or humid conditions.-Extreme noise levels, Animals/wildlife.-Vibration; Fumes and/or noxious odors.-Traffic; Moving machinery.-Electrical shock; Heights.Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
