Business Oregon,
the state’s economic development agency, is currently hiring a Broadband Project Coordinator (Program Analyst 3). This position will help communities such as municipalities, tribes, counties, internet service providers and affiliated organizations assess their financing needs, facilitate, and oversee the application process for funding from the broadband programs. This position is a part of the Oregon Broadband Office and works directly with eligible organization in developing projects and providing technical assistance during the application process.
Note: We value our employees and want to encourage work-life balance and flexibility. This position may have the ability to work remotely with infrequent required days in the Salem office. Additionally, this position may require travel throughout the state and occasional overnight stays.
Note: Effective Jan. 1, 2025, the compensation plan for this position will be adjusted to reflect a Cost-of-Living Adjustment (COLA) 0f 6.55%. The salary listed in this posting does not reflect the COLA.
What you will do:
  • Manage contracts for department financial assistance.
  • Work directly with the Broadband Program Coordinator, Regional Development Officers, and eligible applicants in developing projects and provide technical assistance during application process.
  • Receive and evaluate applications submitted by eligible entities.
  • Analyze project eligibility and technical feasibility. Compare the application against relevant laws and regulations, determining whether the proposed project is feasible and cost effective and programmatically eligible for funding.
  • Assist communities in developing and packaging projects to leverage the use of departmental funding program.
  • Collaborate with Broadband Action Teams, Regional Team (Regional Development Officers/ Regional Project Managers), and other stakeholders.
  • Provide communities technical and consultative services in completing applications and meeting funding requirements for broadband funds.
  • Inform, guide and assist local governments, private organizations and others in applying for financial assistance through the Department's programs and provide information on other financial resources available when assisting communities and providers with broadband projects.
  • Provide on-going technical assistance such as mapping of unserved and underserved areas, network strategies, federal laws and state laws related to telecommunication and broadband networks. This may also include connecting communities with potential providers or subject matter experts.
  • Compile closeout reports submitted by recipients for compliance with programmatic funding requirements to determine if recipient accomplished the objectives stated in the original application and award contract.
  • Work with recipients to resolve identified problems; this may include professional assistance suggesting solutions and providing models or examples from other jurisdictions.

The ideal candidate will possess a combination of some or all of the following skills:
  • Experience developing contractual grant agreements and contract management.
  • Experience with broadband program requirements, policies, and procedures.
  • Skill to establish and strengthen professional relationships with internet service providers, communities, tribes, coworkers, and other diverse stakeholders.
  • Must possess skills to manage multiple tasks and learn complex information quickly.
  • Demonstrated ability to work independently and be self-motivated, as well as the ability to be part of a team and be supportive to colleagues across agency divisions.
  • Experience using federal rules and regulations to achieve outcomes.

What you need to qualify:
A bachelor’s degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program
OR
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. The EDD services include assisting Oregon businesses and communities to access State incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.
