SUMMARY OF POSITION

This position is FLSA exempt and not eligible for overtime. Serves as a technical resource for multiple Human Resources functions, such as benefits administration; recruitment; FMLA and OFLA; safety; policy development and records administration. Routinely handles confidential information.

Performs position duties in a manner which promotes customer service and harmonious working relationships, including treating all persons courteously and respectfully. Engages in effective team participation through willingness to assist and support co-workers, supervisors, and other work related-associations. Develops good working relationships with division and agency staff and supervisors through active participation in accomplishing group projects and in identifying and resolving problems in a constructive manner. Demonstrates openness of constructive feedback and suggestions, in an effort to strengthen work performance. Contributes to a positive, respectful, and productive work atmosphere. Regular attendance is required to meet the demands of this job and to provide necessary services. This position is a Mandatory Reporter by statutory requirement.

ESSENTIAL JOB DUTIES

30% Agency Classification and Compensation

  • Conducts Salary Studies as identified by Management and / or the CBA.
  • Develops and maintains classification specifications for the agency.
  • Conducts Classification Studies and provides recommendations to resolve conflicting findings in alignment with agency policies and the CBA.

20% Recruitment

  • Coordinates the recruitment and selection process.
  • Recommends recruitment strategies and attends local job fairs.
  • Develops job announcements.
  • Reviews applications
  • Coordinates interview processes
  • 10% Onboarding Coordination

  • New Employee Orientation,
  • Background checks,
  • Benefits enrollment.
  • 7% Labor Relations

  • Researches, provides recommendations, and prepares materials for bargaining concepts.
  • Recommends and develops agency policy and procedures.
  • As needed, leads, or provides guidance in fact-finding / investigative meetings. Drafts formal letters of disciplinary action for review.
  • Advises managers in the interpretation and application of laws, rules, policies, and the Collective Bargaining Agreement
  • As needed, assists managers in response to grievances, provide recommendations, and draft responses for review.
  • 12% Employee Records and Data

  • Processes personnel actions and maintains employee records.
  • Composes, proofs, and / or formats reports, documents, letters, and presentations.
  • Union report
  • Updates OEBB
  • Monitors and implements agency-wide compliance and staff development training plans.
  • 8% Medical Leaves

  • Determines eligibility for and coordinates FMLA and OFLA.
  • Coordinates and monitors Workers Compensation claims
  • Advises management and assists employees through the interactive process to determine ADA accommodations.
  • 3% Develops and delivers Human Resources training, tools, and other resources.

    OTHER JOB DUTIES

    5% Assists Human Resources Manager with projects, studies, and reports, as assigned.

    5% Performs other related duties as assigned by supervisor.

    WORKING ENVIRONMENT

    Work is generally performed in an office environment with routine computer and telephone usage. Position requires sitting and typing for long periods of time. Position may require attendance at occasional evening meetings. Occasional travel throughout the three-county area may be required to pick up meeting supplies, run errands for the program, attend training, or visit other COG work sites.

    SUPERVISION RECEIVED : Receives general supervision from the Human Resources Manager.

    SUPERVISORY RESPONSIBILITIES : None.

    MINIMUM QUALIFICATIONS

    Experience & Training

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position. OR
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position. OR
  • Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.
  • A master's degree in a related field may substitute for one year of professional-level experience.
  • Knowledge, Skills, and Abilities

    General Knowledge of :

  • Policies and practices involved in human resource functions. Such as job analysis, position classification, recruitment, selection, training, labor relations and negotiation strategies, and human resource information systems.
  • Human resource laws, regulations, policies, and procedures including new statutory and regulatory requirements affecting Human Resource programs.
  • Principles and processes involved in business and organizational planning, coordination, and execution. This includes operational planning, resource allocation, staff modeling, leadership techniques, production methods and organizational behavior.
  • Merit-system philosophy and principles.
  • Structure and content of the English language such as, the meaning and spelling of words, rules of composition and grammar, and the techniques of report and business writing.
  • Human behavior and motivational strategies that can be used to improve organizational performance.
  • Automated human resource systems and associated software such as spreadsheets, word processing, and database management systems.
  • Basic knowledge of :

  • Instructional methods and training techniques including learning theory, group, and individual training techniques, needs assessment, design of individual development plans and test design principles.
  • Group and team behavior strategies that help organizations achieve goals and objectives.
  • Problem-solving techniques.
  • Policies and practices involved in employee health and safety.

    Skill To :

  • Deliver information effectively in a variety of settings including one-on-one, small, and large groups, presentations, and various written forms such as letters, memos, analytical reports, and decision documents.
  • Interview people to elicit information.
  • Identify the nature of problems.
  • Identify things that must change to achieve a goal.
  • Develop an image of how a system should work under ideal conditions.
  • Find and identify essential information.
  • Make judgments about or assess the value, importance or quality of things or people.
  • Evaluate information against a set of standards and verify that it is correct.

  • Analyze a multiplicity of data and information from several sources and arrive at logical conclusions.
  • Identify underlying principles, reasons, or facts by breaking down information or data into separate parts.
  • Combine, evaluate, and reason with information and data to make decisions and solve problems.
  • Interpret and apply statistical or other data to specific issues.
  • Licenses, Certificates, & Other Requirements

  • Possession of a Valid Oregon Driver's License, or the ability to obtain reliable transportation in order to travel throughout the area.
  • Position requires successful completion of a criminal and abuse history check.
